It is intimated that the industry is a small-scale orange category unit. Earlier, the industry was granted "Consent to Establish" (NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2024/25109204 dated 12.03.2024 having validity upto 11.03.2025 for manufacturing of Plastic Granules @ 0.310 TPH by using Consumer Plastic Waste @ 0.325 TPH as raw material with subject to suitable conditions and additional conditions that the industry shall submit complete drawing and design of the wet scrubber alongwith adequacy certificate at the time of consent to operate.
Now, the industry has applied for obtaining fresh consent to operate under Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Plastic Granules @ 0.310 TPH by using Consumer Plastic Waste @ 0.325 TPH as raw material alongwith requisite documents and fee.
The industry has deposited Rs. 9,500/- vide UTR. No. IDIBH24162359103 dated 10.06.2024 under Water Act, 1974 including application form fee and Rs. 9,000/- vide UTR. No. IDIBH24162355471 dated 10.06.2024 under Air Act, 1981, against the total cost of fixed assets is Rs. 19.65 lacs as on 04.06.2024. The consent fee deposited by the industry is adequate upto 30.09.2028 under both acts.
The industry has submitted copy of lease deed executed on 17.10.2023 between M/s RVL Poly Industries Pvt. Ltd. and M/s Green Plastic Factory, which is valid upto 15.09.2030.
The industry has submitted copy of MC letter vide no. 2053 dated 27.05.2019, as per which the site falls is in existing industrial zone as per Master Plan Derabassi.
As such the site is suitable for establishment of the industry.
The industry has submitted approved site plan prepared by Er. Ashok Tayal, Competent Person from Director of Factories, Punjab.
The industry was visited by AEE of this office on 24.06.2024 and it was observed as under: -
1. The industry was in operation during the visit.
2. The manufacturing process of the industry is as under: -
Raw Material (PCR)—Sorting—AGLO—Extrusion (Dana Making)—Testing—Packing/Dispatch.
3. There is no source of trade effluent and the domestic effluent generated is being discharged onto land for plantation after septic tank constructed inside the premises.
4. The industry has installed extruder machine for manufacturing of plastic granules from waste plastic provided with wet scrubber as APCD followed by stack of adequate height.
5. The industry has submitted the completion certificate of wet scrubber in compliance of the CTE/NOC conditions earlier issued to it.
6. The industry has installed one no. D.G set of capacity 125 KVA, which is equipped with canopy and adequate stack height.
In view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2028 with subject to suitable conditions and special conditions that: -
1. The industry shall obtain registration under EPR as per Plastic Rules, 2016 within one month.
2. The industry shall not deal with any entity without obtaining EPR registration under the Plastic Waste Management Rules, 2016 as amended from time to time.
3. The industry shall submit stack emission sample report from Board’s lab within one month.
4. The industry shall only use virgin plastic waste/granules as raw material in the process.
5. The industry shall not carry out any activity in its premise, which can change the category of unit from Orange to Red, without prior permission from PPCB.
6. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
7. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
8. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
9. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
