It is submitted that during the processing of consent applications in 2020, the pipeline from the water storage tank to the handies of the industry was sealed by this office on 05.06.2020 in order to avoid the operation for production of saila rice by the industry and accordingly the industry was granted consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of steamed rice and raw rice only.
Now during visit to the industry on 07.06.2024, it was observed that the seal applied to the water carrying pipeline to the Handies was intact and the industry had not been operated for the Saila section.
In view of the above, since seal of water carrying pipeline was intact, it is therefore recommended that Consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for operation of rice sheller unit for production of Steamed Rice or Raw rice @ 02 TPH for a period upto 30.06.2029, subject to the suitable conditions and following specific condition:…………….
1. The industry shall obtain prior permission/consents from the Board for operation of Saila section and shall only operate the unit for manufacturing of raw rice/steamed rice ……………
2. This consent is granted to the industry subject to the submission of analysis report of emission samples collected and analyzed by the Boards lab viz-a-viz achievement of the prescribed emission standards applicable to rice shellers. The industry shall submit analysis report of emission sample analyzed from the Board’s lab to this office within one month after re-commossing of the industry in the coming season ……………
3. The industry will always comply with the guidelines issued by Deptt. of Science Technology & Environment Govt. of Punjab vide Order No. 10/48/2004-STE (4)/932 dated 15.10.2013. ………….
4. The industry is bound to upgrade / replace its existing APCD as and when asked by the Board. ……………
5. In case the industry plans to install any DG set within its premises, it shall install acoustic enclosure on the same as per the guidelines prescribed by the Board.
