It is submitted that earlier the industry was granted Consent to Establish (NOC) under the Water Act, 1974 & the Air Act, 1981 vide no. CTE/Fresh/MOG/2023/23238900 dated 22.08.2023, valid upto 21.08.2024 for establishment of the unit for production of Fortified Rice @ 19.20 TPD by using Rice Broken, Vitamin & Minerals as raw material.
Now, the industry has applied for obtaining fresh consent to operate for operation of the unit under the Water Act, 1974 & the Air Act, 1981 with same capacity, the detail of case is as under:
1. The industry has submitted CA certificate, showing value of gross fixed assets of Rs. 180.91 lakhs (including value of machinery of Rs. 125.13 lakhs) as on 31.03.2024.
2. The industry has deposited consent fee of Rs. 32000/- vide UTR / Ref. No. N171243102608393 dated 19.06.2024 under the Water Act, 1974 & Rs. 32000/- vide UTR / Ref. No. N171243102587077 dated 19.06.2024 under the Air Act, 1981, which is adequate upto 31.12.2028 under both the Acts.
The site of the project was visited by undersigned (AEE) on 24.06.2024 and it was observed as under:
1. The industry was not in operation during visit.
2. The industry has installed 2 no. pulvizer equipped with inbuilt dust control system. Further, the industry has installed entire machinery (i.e. mixers, screw conveyer, extruder, shifter, air conveyer, dryer, air hot circulation system, cooling conveyer).
3. The industry has provided RO plant to use water for manufacturing of fortified rice kernels. Further, 2100 ltrs approx. RO reject is being generated from RO plant is being used for plantation. The industry has provided 1 kanal land for plantation area.
4. The industry has submitted approved building plan from competent person of Director of Factories.
As above, the industry is complying with the provisions of the Water Act, 1974 & the Air Act, 1981.
Keeping in view of above, it is recommended that consent to operate under Water Act, 1974 & Air Act, 1981 may be granted for operation of the unit for production of Fortified Rice @ 19.20 TPD to the industry upto 31.12.2028 with suitable conditions.
