The industry has the proposal along with relevant record for the establishment of new rice sheller in the revenue estate of Village Chotian, Tehsil Rampura Phul, Distt. BAthinda, in an area of 20 Kanals 1 Marla land, bearing Khasra bearing nos. 425(3-14), 426(10-5) & 427(6-2).
Accordingly the proposal of industry with revenue record was sent to the DTP, Sri Muktsar Sahib and Tehsildar, Rampura Phul vide this office letter nos. 2008 and 2009 dt. Both dt. 17.05.2024, respectively with the request to submit reports regarding their concerned parameters as required in view of the siting guidelines prescribed by the State Govt. vide order dt. 15.10.2013.
Now, the industry has applied for consent to establish (NOC) through OCMMS for the establishment of rice sheller unit to manufacture Raw Rice/ Sorted rice @ 2 TPH with dryer using paddy @ 3 TPH as raw material.
The details of case is as under :
The industry has deposited Rs. 8400/- vide online R No.
444664620 dated 11.06.2024 for project cost of Rs. 159.6 lakhs.
The industry has submitted proposal to install separate cyclones as APCDs with the shelling section and paddy cleaner of the dryer section.
The industry has submitted the certificate from Tehsildar, Rampura Phul vide dated 07.06.2024 which is reproduced as per attachment.
The District Town Planner, Bathinda vide his memo no. 699 dated 06.06.2024 which is as per attachment.
The site of the industry was visited by undersigned on 13.06.2024 and observed as under:
1. The site is located on Village Chotian.
2. The industry has started construction work at the proposed site and is carrying out boundary wall/processing shed construction.
3. No village Phirni /lallakir/ Wild Life Sanctuary / Zoo / Historical Religious place / Protected Monuments/educational institute are located within 500 mtrs. There are about 20-22 residential houses within 500 meter distance from the proposed site. The industry is required to obtain report whether these residential houses are a part of approved residential area or not.
4. No high tension wire passes over the site of the rice sheller.
A clarification was raised to the application of the industry, however the industry has not submitted any reply.
As such, at this stage, the site of the industry is not suitable for establishment of a rice shelling unit, as such report with regard to residential houses is required.
Keeping in view of above, it is recommended that show cause notice for refusal of consent to establish (NOC) may be issued to the industry please
