File Note: It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH1/2019/10190175 dated 18/06/2019 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH1/2019/10190196 dated 18/06/2019 valid upto 30/06/2024 for the manufacturing of Heat setted fabric to required width @ 8 MT/day under Red category. Now, the subject cited industry has applied for obtaining varied consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents under Green category code - 3067. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 250.73 Lacs as 31/03/2024 as per CA Certificate dated 08/06/2024, which is adequate upto 30/06/2029 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee. In order to verify the facts, the industry was visited by the undersigned on 26.06.2024 and it was observed as under: 1. The industry was in operation during visit. 2. The industry has installed one thermopack boiler of capacity 10 Lac kcal/hour with cyclone separator as APCD, but the same is not in operational condition. As per Sh. Ankit Bhalla, representative of the industry, they have put the boiler on sale. 3. The industry has installed 15 no. Knitting machines, 3 no. Shearing machines and Cutting machines. 4. The manufacturing process of the industry is as Yarn  Circular Knitting  Fabric Slitting  Thermo Brushing  Stenter & Dyeing from 3rd Party  Shearing Cutter  Packing Roller  Processed fabric ready for dispatch. 5. The industry has one D.G. set of capacity 30 KVA with canopy & adequate stack height. 6. The industry has no source of trade effluent generation and only domestic effluent will be discharged into sewer. 7. The site of the industry falls in industrial zone as per notified Master Plan, Ludhiana. In the subject cited case, the industry has mentioned ground water extraction @ 2 KLD. Considering 25 working days per month, ground water extraction will be 50 KL/month, which is less than 300 KL/month. It is therefore recommended that 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2029 with suitable conditions as per policy of the Board.
