It is submitted that the applicant has proposed to establish a new rice sheller unit in the revenue estate of Village Ghungrali Rajputan, in an area of 18 Kanals 7 Marlas, land bearing Khasra No. 73//18, 22/2, 23/2, 13/1, 23/1, 24, 74/13/2, 4, 7/1, 73//21, 22/1, 74//1, 2, 3/1, 7/2, 8, 9, 10/2, Tehsil Khanna, District Ludhiana.
Accordingly, the applicant has applied for obtaining Consent to Establish (NOC) of the Board under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for the establishment of rice sheller unit to manufacture raw rice @ 2 TPH by using paddy @ 3 TPH with dryer in the name of Smt. Gagandeep Kaur, Proprietor.
The details of case are as under –
• The industry has submitted 01 no. sale deed of the land dated 15/02/2024 executed in the name of Sh. Amrik Singh, Sh. Kulwant Singh and M/s Omkar Rice & General Mills.
• The industry has submitted the brief project report, wherein, the total project cost of the unit is Rs. 218.43 lakhs with value of plant & machinery is Rs. 108.64 lakhs. Accordingly, the industry has deposited NOC fee of Rs. 10,800/- vide online R. no. 929346914 dated 16/05/2024, which is adequate for one year as per circular dated 29/10/2018.
• The industry has also submitted the feasibility report and site & location plan.
• The District Town Planner, Ludhiana vide his memo no. 924 dated 18/04/2024 has reported as under and the relevant extract of which is reproduced as –
'ਵਿਸ਼ੇ ਤਹਿਤ ਸਾਈਟ Village Ghungrali (H.B. No. 233), Tehsil Khanna, District Ludhiana ਦੀ ਰੈਵੀਨਿਊ ਸਟੇਟ ਅੰਦਰ ਪੈਂਦਾ ਹੈ। ਸਾਈਟ ਦਾ ਰਕਬਾ 18 ਕਨਾਲ 7 ਮਰਲੇ ਬਣਦਾ ਹੈ ਜਿਸ ਦੀ ਮਾਲਕੀ M/s Omkar Rice and General Mills ਦੇ ਨਾਮ ਤੇ ਹੈ. ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਦੀ ਮਾਲਕੀ ਅਤੇ ਕਬਜੇ ਸਬੰਧੀ ਰਿਲੋਨ ਜਿੰਮੇਵਾਰੀ ਪ੍ਰਾਰਥੀ/ਫਰਮ ਦੀ ਹੋਵੇਗੀ। ਸਾਈਟ ਪ੍ਰਵਾਨਤ ਤਾਸਟਰ ਪਲੈਨ, ਖੰਨਾ ਦੀਆਂ ਤਜਵੀਜ਼ਾ ਅਨੁਸਾਰ ਖੇਤੀਬਾੜੀ ਜ਼ੋਨ ਵੱਚ ਪੈਂਦੀ ਹੈ। ਇਸ ਜ਼ੋਨ ਵਿੰਚ ਰਾਈਸ ਸ਼ੈਲਰ ਆਗਿਆ ਯੋਗ ਹੈ। Government of Punjab, Department of Science, Technology & Environment ਵੱਲੋ ਜਾਰੀ Notification No. 10/48/2004 STE(4) dated 15/10/2013 ਅਤੇ Notification no. 10/200/2020 STE(5)/223516 dated 05/08/2021 ਅਨੁਸਾਰ ਇਸ ਦਫਤਰ ਨਾਲ ਸਬੰਧਤ ਨੁਕਤਾ A(i) ਅਤੇ A(iii) ਦੀ ਰਿਪੋਰਟ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ ਹੈ:
A(i) ਸਾਈਟ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਖੰਨਾ ਦੀਆਂ ਤਜ਼ਵੀਜਾਂ ਅਨੁਸਾਰ ਖੇਤੀਬਾੜੀ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ।
A(ii) ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਖੰਨਾ ਦੀ Urbanisable Limit ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਖੰਨਾ ਦੀ ਸਾਈਟ ਦੇ 2 ਕਿਲੋਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕਿਸੇ ਵੀ ਨਗਰ ਕੌਂਸਲ/ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹੱਦ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ।
A(iii) ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਨੈਸ਼ਨਲ ਹਾਈਵੇਜ਼/ ਸ਼ਡਿਊਲ ਰੋਡ, ਸਟੇਟ ਹਾਈਵੇ ਜਾਂ ਬਾਈਪਾਸ ਨਹੀਂ ਪੈਂਦਾ।
• The Tehsildar, Khanna vide report (attached herewith) dated 22/03/2024 has reported that – " ਬੇਨਤੀ ਹੈ ਕਿ M/s Omkar Rice and General Mills, Village Village Ghungrali Rajputan, Tehsil Khanna, District Ludhiana Khewat No. 493/477, Khatoni No. 537, 538, 539, 540, Khasra No. 73//18, 22/2, 23/2, 13/1, 23/1, 24, 74/13/2, 4, 7/1, 73//21, 22/1, 74//1, 2, 3/1, 7/2, 8, 9, 10/2, ਕੁੱਲ ਰਕਬਾ 18 ਕਨਾਲ 17 ਮਰਲੇ ਦੀ ਰਿਪੋਰਟ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ ਹੈ:
1) ਸਾਈਟ ਦੀ ਰਿਹਾਇਸ਼ੀ ਖੇਤਰ ਤੋਂ ਦੂਰੀ 1550 ਮੀਟਰ ਤੋਂ ਵੱਧ ਹੈ।
2) ਸਾਈਟ ਦੀ ਏ ਕਲਾਸ ਲੁਧਿਆਣਾ ਤੋਂ ਦੂਰੀ 40 ਕਿ. ਮੀ. ਤੋਂ ਵੱਧ ਹੈ।
3) ਸਾਈਟ ਦੀ ਨਗਰ ਨਿਗਮ, ਲੁਧਿਆਣਾ ਤੋਂ ਦੂਰੀ 40 ਕਿ. ਮੀ. ਤੋਂ ਵੱਧ ਹੈ।
4) ਸਾਈਟ ਦੀ ਸ਼ਹਿਰ ਖੰਨਾ ਤੋਂ ਦੂਰੀ ਲਗਭਗ 7 ਕਿ. ਮੀ. ਹੈ।
5) ਸਾਈਟ ਦੀ ਪਿੰਡ ਗਾਜੀਪੁਰ ਦੀ ਲਾਲ ਲਕੀਰ ਤੋਂ ਦੂਰੀ 1600 ਮੀਟਰ ਲਗਭਗ ਹੈ ਅਤੇ ਪਿੰਡ ਘੰਗਰਾਲੀ ਦੀ ਲਾਲ ਲਕੀਰ ਤੋਂ ਲਗਭਗ 1000 ਮੀਟਰ ਹੈ।
6) ਸਾਈਟ ਦੀ ਇਤਿਹਾਸਕ ਸਥਾਨ ਤੋਂ ਦੂਰੀ 1500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਹੈ।
7) ਚਿੜੀਆ ਘਰ ਨਹੀਂ ਹੈ।
8) ਪ੍ਰੋਜੈਕਟਡ ਮੋਨੋਮੈਂਟਸ ਨਹੀਂ ਹੈ।
9) ਸਾਈਟ ਦੀ ਵਿਦਿਅਕ ਅਦਾਰਿਆਂ ਤੋਂ ਦੂਰੀ 1600 ਮੀਟਰ ਤੋਂ ਵੱਧ ਹੈ।
10) ਸਾਈਟ ਦੀ ਧਾਰਮਿਕ ਸਥਾਨ ਤੋਂ ਦੂਰੀ 1550 ਮੀਟਰ ਤੋਂ ਵੱਧ ਹੈ।
• The industry has proposed to discharge only domestic effluent onto land for irrigation/plantation through treatment in septic tank.
• The industry has submitted proposal to install the cyclone separator as APCD with shelling section and paddy cleaner of dryer section along with adequate stack height and sample collection facilities.
• The site of proposed rice sheller unit was visited by the undersigned on 21/06/2024 and during visit, it was observed as under:
1. The site is located in the revenue estate of Village Ghungrali Rajputan, Tehsil Khanna, District Ludhiana.
2. There is No High-tension wires are passing through the site.
3. The site of the proposed rice sheller unit is surrounded by agriculture land.
4. The industry has started construction of its boundary wall on the proposed site and foundation work was under progress.
As such, the site of the industry is suitable for establishment of a rice shelling unit with dryer and has submitted proposal to contain process emissions generated from such type of units.
Keeping in view of above, if approved, it is recommended that consent to establish (NOC) may be granted to the industry for establishment of rice sheller unit to manufacture raw rice @ 2 TPH with dryer, subject to the suitable conditions along with specific conditions:-
1. The NOC is hereby granted for establishment of Rice Mill alongwith dryer in the revenue estate of Village Village Ghungrali Rajputan, Tehsil Khanna, District Ludhiana, for which the unit has obtained Land Use Pattern issued by the District Town Planner, Ludhiana.
2. The industry shall comply with the code of practice notified by the Govt., Deptt. of Science, Technology & Environment vide order dt.15.10.2013 as follows:-
i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.
ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller / saila plant.
iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 metres above the roof of the building.
iv) The management and handling of rice husk in the rice shelling units / saila plants should be done as under: -
a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.
(b)(i) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.
(ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk.
(iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length.
iv) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.
(c) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
3. The Rice Mill shall obtain Consent to operate under the Water Act, 1974 and Air Act, 1981 before commissioning of the unit.
4. The industry shall comply with the conditions imposed by District Town Planner in the report sent to Punjab Pollution Control Board regarding verification of site guidelines.
5. The NOC is valid for a period of one year or till the commissioning of industry, whichever is earlier. |
