The industry was granted ‘Consents to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH3/2023/20861163 dated 27.02.2023, valid upto 26.02.2024 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2023/20861316 dated 27.02.2023, valid upto 26.02.2024 for production of Dyeing & Finishing of all types fabrics (Polyester/ PC/Cotton) @ 16000 Kg/day alongwith discharge of trade effluent @ 177.5 KLD & domestic effluent @ 2.5 KLD into the dedicated conveyance system leading to CETP of capacity 50 MLD Tajpur Road, Ludhiana alongwith one boiler of 06 TPH with multi-cyclone as APCD………………………..
Now, the industry has applied for obtaining Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for production of Dyeing & Finishing of all types fabrics (Polyester/ PC/Cotton) @ 38400 Kg/day alongwith discharge of trade effluent @ 477.5 KLD & domestic effluent @ 2.5 KLD into the dedicated conveyance system leading to CETP of capacity 50 MLD located, Tajpur Road, Ludhiana alongwith one boiler of 06 TPH with multi-cyclone as APCD…………………………...
The industry has also submitted certificate from Company secretaries stating that 480 KLD shares have been done DEMAT…………………………..
The industry has already deposited consent fee, which is adequate upto 30.06.2025 under both Acts…………………….
The industry was visited by AEE of RO on 24.06.2024 & it was observed as under:
1. The industry was in operation and was engaged in the process of dyeing of fabric.
2. The industry has installed total 12 soft flow machines (600 Kg X 2, 400 Kg X 4, 300 Kg X 3, 100 Kg X 3) in its premises. All machines were in operation. The industry has removed excess machinery.
3. The industry has installed EMF at ground water extraction point and has started maintaining data. The industry has earmarked location of submersible pump on map.
4. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP.
5. The industry has submitted detail of machinery, authenticated data regarding liquor ratio, number of lots, water consumption per lot.
6. The industry has also submitted certificate from Company secretaries stating that 480 KLD shares have been done DEMAT.
7. The industry has submitted SCADA data and the industry is discharging within its share allotment.
8. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade and domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP…………………………...
It is pertinent to mention here that it was decided as under in the e-noting no. 19582356 (copy attached herewith):………………………………....
“It shall be ensured that no further CTE/CTO for any new/expansion of dyeing units shall be given without the permission from Head office.”

As proposed by Regional Office, may if approved:
1) Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for period upto 30.06.2025 for production of Dyeing & Finishing of all types fabrics (Polyester/ PC/Cotton) @ 38400 Kgs/day with discharge of trade effluent @ 477.5 KLD & domestic effluent @ 2.5 KLD into the dedicated conveyance system leading to CETP of capacity 50 MLD located at Tajpur Road, Ludhiana alongwith one boiler of 06 TPH with multi-cyclone as APCD & one DG set of 250 KVA subject to the condition that:-
1. The industry shall the make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of CETP.
2. The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.
3. The industry shall maintain the record of flow meter installed at outlet leading to CETP.
4. The industry shall not generate/discharge trade & domestic effluent more than 480 KLD and shall discharge its trade & domestic effluent only into the conveyance system of CETP 50 MLD through single outlet.
5. The industry shall not install any new dyeing/ water polluting machinery without permission of the Board.
6. The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit.
7. The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyance system.
8. The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR.
9. The industry will install EMF at inlet water supply also within 01 month
10. The industry shall make adequate arrangements to minimize the consumption of fresh water.
11. The industry will use its winch machine for softening purpose only and if, the industry found using this winch machine for dyeing, the ‘Consent to Operate’ granted to it will be revoked................
