File Note: The industry was granted renewal of consents to operate under Water Act, 1974 & Air Act, 1981 both valid upto 30.06.2024 for manufacturing of electricity distribution line items & general casting (Disc Plates & Rocker Plates) @ 2000 pieces /day with suitable conditions. The industry was earlier issued notice u/s 33-A of the Water Act, 1974 & u/s 31-A of Air Act, 1981 and before revocation of consents to operate under the provision of the Water Act, 1974 & Air Act, 1981 as well as violation of the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 with opportunity of personal hearing before Chief Environmental Engineer (B) on 02.02.2023 wherein it was decided as under: 1. The industry will ensure to operate its APCD regularly & scientifically as well as follow the Standard Operating Procedure (SOPs) notified by the Board for such units so as to achieve the prescribed standards on regular basis. 2. The industry shall maintain record of readings of water meter installed on fresh water supply line viz-a-viz generation of the wastewater from the process on daily basis & shall submit the same to the Regional Office, Bathinda on monthly basis. 3. Environmental Engineer, Regional Office, Bathinda shall immediately visit the industry to verify the compliance (s) / submissions made by the industry at site & process the authorization application submitted by the industry on merits. 4. During hearing, it has been made clear to the proprietor of the industry that in case of any violation(s) in future, further action as deemed fit shall be initiated under the provisions of the Water Act, 1974; the Air Act, 1981 and HOWM Rules, 2016. Earlier, the industry was visited by AEE of this office along with JSO on 28.09.2023 and one no. air emissions samples was collected from the stack of the APCD of Induction Furnace i.e., Wet Scrubber. As per the analysis report received from the Head Office Lab, Patiala, the concentration of the Particular Matter was 74mg/Nm3, which is within the permissible limit as prescribed by the Board. Now, the industry has applied for varied of consents to operate under Water Act, 1974 & Air Act, 1981 through OCMMS under orange category for manufacturing of electricity distribution line items & general casting (Disc Plates & Rocker Plates) @ 2000 pieces/ day. The details of the case are as under: - The industry has already deposited consent fee of Rs. 28,000/- each vide R. Nos. 220851187 & 834926699 dated 03.03.2020 under Water Act, 1974 & Air Act, 1981, Further, the industry has deposited consent fee of Rs. 5600/- through online vide R.no. 230155867 dated 30.06.2021 and Rs. 16366/- (Rs. 5600/- + 10266/- Sample Testing & Analysing Report) through online vide R.no. 585129754 dated 30.06.2021 under Air Act, 1981, which was adequate upto 30.06.2026. The industry has already deposited consent fee of Rs. 16,800/- each vide R. Nos. 001453296058 & 001453299189 dated 11.06.2024 under Water Act, 1974 & Air Act, 1981. The industry walso deposited NOC regularization @ 700/- vide R. Nos. 001453300609 dated 11.06.2024 which is adequate upto 30.06.2029 as per the Board’s latest office order dated 29.10.2018 against fixed assets of Rs. 99.55 lacs. The industry has submitted the compliance of the conditions of previous CTO granted to it under Water Act, 1974 & Air Act, 1981. The industry has made agreement with the CETP Electroplating Ludhiana vide 600 ltr/month dated 28.4.2023 valid upto 31.5.2025. The industry was visited by officer of this office on 21.06.2024 and it was observed as under – • The industry was in operation during visit. • The industry has installed 2 no. induction furnaces of capacity 300 kg/heat & 150 kg/heat with common water scrubber as APCD and adequate stack height and sampling arrangements. • The industry has also installed hot dip galvanizing furnace with alkali water scrubber as APCD and adequate stack height and sampling arrangements. • The industry has installed shot blasting machine with in-built dust collector as APCD and outlet leading into closed chamber. • The industry has provided storage tank of 5 KL capacity to store the trade effluent generated from the surface treatment process of the hot dip galvanizing section. The trade effluent from this tank is lifted to M/s JBR Technology Pvt. Ltd., Phase-VIII, Focal Point, Ludhiana for which the industry has made agreement with CETP, Ludhiana. The industry is maintaining the record of the same. • The industry has already installed water meter on the source of fresh water supply to the surface treatment section of Hot dip section. • The industry has installed Wet Scrubber as APCD with the Hot dip furnace. The industry has lastly lifted @ 3000ltr to CETP vide manifest no. 497042 dated 30.12.2023. The hot dip section is very less operated by the PP. • The industry has provided septic tank for treatment of domestic effluent now with provision to discharge onto land for irrigation/plantation along boundary wall. The industry is complying with the conditions of consents to operate granted under the Water Act, 1974 & Air Act, 1981. Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for manufacturing of electricity distribution line items & general casting (Disc plates/rocker plates) @ 2000 pieces/day upto 30.06.2029 subject to the suitable conditions. Competency – Chief Environmental Engineer as hearing was given before CEE on 02.02.2023.
