It is intimated that the project is a small scale green category restaurant. The restaurant has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for restaurant with 40 chair capacity alongwith requisite documents and fee.
The restaurant has deposited Rs. 9,000/- vide Receipt No.
382349036 dated 26.06.2024 under Water Act, 1974 and Rs. 7,600/- vide Receipt No. 358941472 dated 26.06.2024 under Air Act, 1981, against the gross value of fixed assets is Rs. 13.96 lacs as on 11.01.2024. The consent fees deposited by the restaurant are adequate upto 31.12.2028 under both acts after adjusting for NOC regularization fee and penalty fee.
The project proponent has submitted rent agreement made on 28.08.2023 between Sh. Raminder Singh S/o Late Sh. Sardar Suring Singh, Smt. Upasana W/o Gurvinder Singh and M/s Grill On My Plate Pvt. Ltd. situated at J.D. Towers through its Director Sh. Anubhav Garg S/o Late Sh. Avdesh Kumar Garg.
The project proponent has submitted incorporation certificate vide corporate identity number U55101PB2023PTC059438 dated 25.08.2023.
The project proponent has submitted GST certificate vide registration no. 03AAKCG6820H1ZQ dated 20.09.2023 having its director Smt. Trilochan Kaur and Sh. Anubhav Garg.
The restaurant was visited by the undersigned on 26.06.2024 and it was observed as under:
1. The restaurant was in operation during the visit and having 40 chairs capacity.
2. The restaurant is located in J D Towers, which have valid consents issued by the Board. The J.D. Towers was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2022/20029071 dated 27.10.2022 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2022/19934607 dated 27.10.2022, both having validity upto 30.09.2026.
3. The project proponent has provided oil & grease trap for treatment of kitchen effluent and the same along with domestic effluent is being discharged into sewer network of JD Towers after treating in O&G trap.
4. The restaurant has provided proper ducting for dissipation of heat generated from the cooking section.
5. The project proponent has not installed any D.G set. As such, there is no other source of air pollution.
In view of above, it is recommended that the consent to operate under Water (Prevention & control of Pollution) Act, 1974 and under Air (Prevention & control of Pollution) Act, 1981 may be granted upto 31.12.2028 with subject to suitable conditions and special conditions that: -
1. The restaurant shall carry out regular cleaning of oil & grease trap.
2. The restaurant shall not carry out any activity in its premise, which can change the category of unit from Green to Orange/Red, without prior permission from PPCB.
3. The restaurant shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
4. The restaurant shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
5. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
6. In case the restaurant fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
