RO has reported that the industry has obtained consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/ASR/2023/21743353 dated 24/04/2023 for Finished/Dyed/ Printed Fabrics @ 10000 Meter/day by using Ink @ 60 Liter/day, Chemical for Padding @ 10 Kgs/day, Elginate Gum @ 25 Kgs/day, Sodium bicarbonate @ 3 Kgs/day, Chemical for Dyeing @ 140 Kgs/day, Dyes @ 15 Kgs/day and Unfinished Wooven Fabric @ 10000 Meter/day as raw materials, which was valid up to 23/04/2024 with suitable conditions mentioned therein. Thereafter, the industry has obtained Auto Extension in validity of Consent to Establish granted under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 issued vide no. CTE/Renewal/ASR/2024/25196392 dated 28/03/2024 which is valid up to 28/03/2025. Now, the industry has applied for obtaining consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and under Water (Prevention & Control of Pollution) Act, 1974 for Finished/Dyed/Printed Fabrics @ 10000 Meter/day by using Ink @ 60 Liter/day, Chemical for Padding @ 10 Kgs/day, Elginate Gum @ 25 Kgs/day, Sodium bicarbonate @ 3 Kgs/day, Chemical for Dyeing @ 140 Kgs/day, Dyes @ 15 Kgs/day and Unfinished Wooven Fabric @ 10000 Meter/day as raw materials. The industry has installed Cyclone as APCD along with its Boiler of capacity 2 TPH, in which Wood @ 1.5 TPD will be used as fuel. The industry has installed ETP of capacity 100 KLD for treatment of its treated trade effluent @ 169.5 KLD and discharge of the same is into sewer after treatment. The industry has also installed a D.G. Set of capacity 250 KVA which is equipped with canopy. The industry has deposited Rs. 1,08,000/- vide UTR/Ref. No. N165243093238079 dated 13/06/2024 under Water Act, 1974 and Rs. 1,08,000/- vide UTR/Ref. No. N165243093230003 dated 13/06/2024 under Air Act, 1981, to make the consents fee adequate up to 30/06/2029 under both Acts against the fixed assets of the industry below 10 Crore. The industry has also deposited Rs. 500/- vide UTR/Ref. No. N164243091018818 dated 12/06/2024 as an application form fee. The industry has uploaded compliance of previous granted consent to establish (NOC), CA Certificate regarding fixed assets, feasibility report of the ACPD along with its completion certificate issued by M/s Virk Boiler, Amritsar, Partnership deed, manufacturing process, land documents, site plan/location plan etc. along with its application. The industry has also uploaded dimensional drawing of ETP and the completion-cum-adequacy certificate of ETP of capacity 100 KLD issued by M/s Universal Enviro Engineers, Amritsar and discharge of the same is into sewer after treatment. The industry has submitted copy of building plan approved by Chief Town Planner, Punjab, Chandigarh dated 24.11.2020. The industry was visited by AEE of this office on 26/06/2024 and observed the following: 1. The industry was in operation and was engaged in printing of the clothes. 2. The industry has installed digital printing machine 01 no., Jigar Machine 03 no., Ager 01 no. and stentor 01 no. 3. The industry has installed an ETP of capacity 100 KLD comprising of Bar Screen, Oil & Grease Trap, Equalization Tank, Flash Mixer, Tube Settler, MBBR-1, MBBR-2, Secondary Settling Tank, Treated Water Holding Tank, Pressure Sand Filer, Activated Carbon Filter, Outlet into PSIEC sewer after treatment. 4. The industry has installed Boiler of capacity 2 TPH, and Multi-Cyclone Separator has provided as APCD with adequate stack height and sampling arrangement. Wood was in use as fuel. 5. The industry has installed a D.G. set of capacity 250 KVA, which is fitted with canopy. It is further intimated that the industry is complying with the conditions of the consent to establish granted to it. The industry falls in Red category in small-scale sector and competency to decide the case lies with The Senior Environmental Engineer of the Board.
RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted up to 30/06/2029 as per the policy of the Board along with following special conditions: - 1. The industry shall submit revised building plan of the industry approved under Factory Act, 1948 within 02 months. 2. The industry shall submit the analysis report of effluent and emission samples from the Board’s Lab/Board’s Approved Lab within 02 months.
Keeping in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted up to 30/06/2029 as per the policy of the Board along with following special conditions: - 1. The industry shall submit revised building plan of the industry approved under Factory Act, 1948 within 02 months. 2. The industry shall submit the analysis report of effluent and emission samples from the Board’s Lab/Board’s Approved Lab within 02 months.
