File Note:  It is submitted that the industry was granted consent to establish/NOC vide no. CTE/Fresh/MKS/2023/22386958 dated 14.06.2023 for establishment of rice sheller unit of capacity 5 TPH of Raw rice /Sorted Rice with dryer, subject to the conditions mentioned therein.  The rice sheller was visited by the AEE of this office on 12.06.2024 and it was observed that: - • The rice sheller was in operation during visit. The industry has installed the machinery for the production of sorted Raw Rice with dryer. • The rice sheller has installed shelling section and dryer section and no APCD has been installed with both sections. • The rice sheller has not provided brick paved road on the movement area. • The rice sheller has not provided plantation along the boundary wall. • The rice sheller has provided septic tank for the treatment of domestic effluent without outlet to soakage pit. • The rice sheller has stored the rice husk inside the premises with wall height of about 12’, however, no wind screen has been provided over it.  Accordingly show cause notice for violations of the provisions of the Water Act, 1974 & Air Act, 1981 was issued to the rice sheller vide this office letter nos. 2244 dated 13.06.2024.  Now, the industry has applied for fresh consents to operate under Water Act, 1974 & Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 4 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy. The detail of the case is as under: -  The industry has deposited consent fee of Rs. 42000/- vide R.No. 660549292 dated 21.06.2024 under Water Act, 1974 and Rs. 42000/- vide R.No. 941943851 dated 21.06.2024 under Air Act, 1981, which is adequate upto 30.09.2028 after deduction of penalty fee, against fixed assets of Rs. 199.73 lacs as per the CA Certificate dated 21.06.2024.  The industry has submitted electricity bill as commissioning proof and approved building plan signed the Competent Person approved by the Director of Factories, Punjab.  Further, the industry was visited by undersigned on 26.06.2024. During visit, it was observed as under: 1. The rice sheller was not in operation during visit. The industry has installed the machinery for the production of sorted Raw Rice with dryer. 2. The rice sheller has installed shelling section and dryer section and no APCD has been installed with both sections. 3. The rice sheller has started the work for compaction of movement area and the representative of the industry informed that paved road will be provided within one month. 4. The rice sheller has now provided fresh plantation along the boundary wall. 5. The rice sheller has provided septic tank for the treatment of domestic effluent onto plantaion. Soakage pits has been dismantled. 6. The rice sheller has stored the rice husk inside the premises with adequate length of wall height of about 12’ and wind screen of 3 feet height has been provided over it. From above, it is clear that the unit is complying with the code of practice stipulated for such units and provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981. In view of above, it is recommended that fresh consent to operate under the provisions of the Water Act, 1974 & the Air Act, 1981 for operation of rice sheller unit of capacity 5TPH of Raw rice/Sorted Rice with Dryer may be granted to the unit upto 30.09.2028 with suitable conditions along with special conditions that: 1. The industry will get its stack emissions samples analyzed from Board's lab within 2 months, positively. 2. The industry will discharge only treated domestic effluent onto land for plantation / green belt. 3. The industry shall not increase its existing land area without prior permission of the Board. 4. The industry shall not increase its production capacity without the prior written permission/NOC of the Board. 5. The industry shall provide brick road inside their premises for movement of vehicles, so as to prevent the generation of dust, within one month and submit compliance to this office. 6. The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows: i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building. iv) The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under: a. All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b. (i) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. (ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk. (iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length. (iv) Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. c. During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
