Recommendations:
It is intimated that the industry is small scale orange category unit was granted consent to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Varied/FGS/2021/14991761 dated 19/02/2021 and CTOA/Varied/FGS/2021/15005536 dated 19/02/2021 both are valid upto 30/09/2024 for the manufacturing of Auto and Machinery Parts @ 03 MTD.
Now, the industry has applied for consent to establish (NOC) under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents. The industry has proposed to install a new induction furnace of capacity 1.5 TPH.
The industry has deposited the NOC fee of Rs. 8400/- vide no. BARBS24120110308 dated 29/04/2024 against the project cost of Rs. 109.07 Lakhs which is adequate upto one year as per order dated 29/10/2018.
Under the Air (Prevention & Control of Pollution) Act, 1981
The industry has proposed to install induction furnace of capacity of 1.5 TPH and submitted the feasibility certificate from PSCST Chandigarh vide no. PSCST/TFD/543 dated 11/12/2023 as per report the industry has proposed to install pulse jet bag filter house as APCD.
Under Water (Prevention & Control of Pollution) Act, 1974
Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:
"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.
In the subject cited case, the industry has mentioned ground water extraction @ 06 KLD. Considering 25 working days per month, ground water extraction will be 150 KL/month, which is less than 300 KL/month. The industry has no need for obtained permission from PWRDA.
Site suitability
The industry is located in Industrial Zone as per master plan Mandi Gobindgarh.
To verify the contents, the industry was visited by the AEE of this office on 25/06/2024 During the visit, it was observed as under:
1. The industry was in operation during the visit.
2. The industry is engaging in manufacturing of Auto & Machinery Parts @ 03 MTD by using C.I. Scrap @ 4.286 MTD and now the industry has proposed to manufacturing of Auto & Machinery Parts @ 07 MTD by using C.I. Scrap @ 7.714 MTD.
3. The industry has installed induction furnace of capacity 300 T/Day and using Bag filter house as APCD and installed shot blasting machine and using Bag filter house as APCD.
4. No trade effluent will be generated in the industrial process. Domestic effluent will be discharged onto land for plantation through septic tank.
5. The industry has installed DG. Set of capacity 125 KVA with canopy and adequate stack height.
6. The industry has now applied for authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 which is under process.
In view of above, if approved it is recommended that the consent to establish (NOC) under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto one year with suitable conditions and special conditions as under:
1. The industry shall submit the completion certificate of APCD from PSCST, Chandigarh.
2. The unit shall obtain revised NOC of the Board, if it changes any of its product/capacity of the plant.
3. The unit shall not engage in any water polluting process i.e. electroplating/pickling/galvanizing etc.
4. The project proponent shall not throw, burn or burry any solid wastes in open, outside premises or in drain / water bodies.
