The hospital with the name and style of M/s Anil Baghi Hospital was granted consent to operate under the Water Act, 1974 and the Air Act, 1981 vide no CTOW/Renewal/FZR/2021/16335713 and CTOA/Renewal/FZR/2021/16335703 dated 23.07.2021 for operation of hospital with 100 no. beds, valid upto 30.09.2024, subject to the suitable conditions mentioned therein.
Now the project proponent has applied for fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for operation of 100 bedded hospitals with the new name and style of M/s ABH Healthcare Private Limited and new management. Details of the case are as under:
1. The hospital has submitted copy of an agreement dt 01.06.2024 of M/s ABH Healthcare Private Limited, Anil Baghi Road, Ferozepur with common facility of M/s Med waste Solutions Pvt. Ltd. VPO Bidowali for lifting of bio-medical waste for 100 beds and is valid for a period upto 01.06.2027.
2. The hospital has submitted approved building plan of the premises approved by the Municipal Council Ferozepur already submitted during the processing of consent application of M/s Anil Baghi Hospital.
3. The hospital has deposited Rs. 50,000/- vide UTR no. 36631945801DC and 36631945681DC dated 14.06.2024 as consent to operate fee under the Water Act, 1974 and the Air Act, 1981 respectively, which is adequate for a period upto 31.03.2029 under both Acts as per consent fee devised by the Board for hospitals.
4. The hospital has submitted copy of form no.3CEA regarding the furnishing of annual return by Sh. Kamal Baghi (Director) of M/s ABH Health Care Pvt. Ltd.
5. The hospital has submitted MOU reagrding share in M/s ABH Healthcare Private Limited, Anil Baghi Road, Ferozepur , wherein Sh. Saurabh Baghi, Smt. Vaishali Baghi and Sh.Kamal Baghi are the current directors in the firm.
6. The hospital has submitted undertaking regarding the change in name and style as well as management of M/s ABH Health Care Pvt. Ltd. reproduced as under:
It is submitted that We have make MOU regarding health Care Services with M/s ABH Health Care Pvt. limited and accordingly have changed name of our hospital to M/s ABH Health Care Pvt. Ltd. from M/s Anil Baghi Hospital. Our infrastructure ( assets, Wards, Beds, Rooms) have remained the same as that of previous firm M/s Anil Baghi Hospital. Further now there are 03 no. directors in the our firm M/s ABH Health Care Pvt. Ltd (MOU attached).
Now we have applied consent as well as Authorization for hospital with new name and style M/s ABH Health Care Pvt Ltd. So it is requested to kindly grant us consents as well as Authorization for hospital with new name and style.
The HCF was visited by undersigned (AEE) on 26.06.2024 and it was observed as under:
1. The HCF has 100 no. active beds installed in its premises, consisting of 01 no. Operation Theater (OT) and 01 no. lab.
2. The HCF has installed separate metallic calibrated hypochlorite tanks at the discharge outlet of OT section and lab section for the pre-treatment of the liquid bio waste by 01% hypochlorite solution.
3. Already existing ETP cum STP of capacity 23 KLD installed at the roof top of the hospital building for the treatment of combined effluent (pre-treated liquid bio waste mixed with domestic effluent) generated from its premises was in operation, however no treatment of effluent was going on during visit duel to less availability of effluent at the inlet. The representative informed that treatment of effluent is carried out by the ETP cum STP after adequate collection of effluent at the inlet and the treated effluent is being discharged into the MC sewer. ETP cum STP consists of Oil & Grease trap->Collection tank->chemical dosing tank->settling tank->Bio Reactor->tube settler->Sand Filter- >Carbon filter->Sludge Drying bedsMC sewer
4. The hospital has provided flow meter at the outlet of ETP cum STP and has maintained record regarding its operation.
5. The HCF has installed 02 no. canopy based DG sets in its premise having capacity 250 KVA and 180 KVA and both are provided with stacks of adequate height.
6. The HCF has scientifically managed and segregated the municipal solid waste generated from its premises. The solid waste generated from the hospital premises is being lifted to MC Ferozepur.
7. The HCF has installed separate metallic calibrated hypochlorite tanks at the discharge outlet of OT section and lab section for the pre-treatment of the liquid bio waste by 01% hypochlorite solution.
8. The hospital is segregating Bio medical Waste being generated by it category wise at the point wise of their generation as per color coding, collected in non- chlorinated puncture proof bags, which are placed in plastic containers in each ward. No bio medical waste was found mixing with Municipal Solid Waste.
9. The hospital has provided shredders/cutters for shredding of used needles and same was found in working condition.
10. The hospital has maintained the record of Bio-Medical Waste, being lifted by the CBMWTF.
11. The hospital has maintained record register regarding training provided to the health workers on weekly/monthly basis.
12. The hospital has provided common collection center for storage of bio medical waste from where common Bio Medical Waste treatment facility is collecting bio medical daily after issuing receipts to the HCF.
13. The hospital has digital temperature measurement device & digital B.P. measurement device. It has also installed a digital X-ray machine in its premises.
The HCF is complying with the provisions of the water Act, 1974 and the Air Act, 1981 as well as Bio-Medical Waste Management Rules, 2016 and no action is pending against it.
Keeping in view of the above, It is recommended that consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF with new name and style of M/s ABH Health Care Pvt. Ltd for a period up to 31.03.2029 for operation of hospital with bed capacity @ 100 beds, subject to the suitable conditions and specific that the hospital shall get its effluent samples analyzed from Board’s lab within one month.
