File Note: It is submitted that the industry is a large scale orange category unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH1/2023/22302766 dated 09/10/2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH1/2023/22302615 dated 11/10/2023 both valid upto 19/01/2024 for the manufacturing of Round, Flat, CTD, Bars, Patra @ 666 MTD. Now, the subject cited industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has already deposited consent fee against the un-depreciated fixed assets of Rs. 8119.00 lacs as on 29/02/2024 CA Certificate dated 20/06/2024, which is adequate upto 31/03/2029 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting NOC regularization charges and penalty fee 25 %. In order to verify the facts, the industry was visited by undersigned on 12.12.2023 and it was observed as under: 1. The industry was in operation during visit & engaged in manufacturing of Round, Flat CTD Bars, Patra. 2. The industry has installed 02 no. rolling mills of capacity 12 Ton/hr and 20 Ton/hr. each of the rolling mill has 2 no. reverberatory furnace, out of which one reverberatory furnace is standby. 3. Stack emission sample was collected from the port hole of stack during visit on 12.12.2023 and as per the analysis report SPM is reported as 72 mg/Nm3 against the prescribed standard of 150 mg/Nm3. 4. The industry has provided wet scrubber as APCD with the rolling mill. The industry has provided 2 no. wet scrubber as APCD (out of which one wet scrubber is standby) followed by a common stack. 5. The industry has provided separate energy meters with APCDs of rolling mill of capacity 12 TPH & 20 TPH, readings of which were cross checked w.r.t connected load and power consumption and found in order. 6. The industry has no source of trade effluent generation. Cooling water is re-circulated & only domestic effluent is discharged into sewer. 7. The industry has installed 2 no. DG sets of capacities 380 KVA each, which are equipped with canopies and adequate stack heights. In the subject cited case, the industry has mentioned ground water extraction @ 305 KLD. Considering 25 working days per month, ground water extraction will be 7625 KL/month, which is more than 300 KL/month. It has already obtained permission from PWRDA for ground water extraction on dated 26.05.2021. It is pertinent to mention here that MoEF/CC vide notification no. SO 2215 (E) dated 07.06.2024 has exempted stand-alone rolling or re-rolling mills from obtaining Environmental Clearance under EIA Notification, 2006. It is therefore recommended that 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31/03/2029 with suitable conditions as per policy of the Board.
