File Note: The unit has applied for 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 first time for Gold assaying / Hall Mark centre. The unit has submitted following documents: Site plan & location plan, CA Certificate, adequacy cum completion certificate, GST registration certificate, rent deed, agreement with TSDF/ recycler of hazardous waste, NOC from MC, APCD drawing, proprietorship certificate, compliance report of guidelines for such unit, manufacturing process. The unit has deposited Rs. 2300/- vide UTR No. N137243043116734 dated 16.05.2024 and Rs. 18000/- vide UTR No. N134243036571127 dated 13.05.2024 The fee deposited by the unit is adequate upto 30.09.2029 under both the Acts and the NOC regularization fee is adequate for one year. The unit was visited by the officers of this office on 27.06.2024 and contacted Sh. Shubham, representative of the unit. During visit it was observed that the unit is engaged in Gold Assaying / Hall Marking business. It is being operated on trial basis. The unit is located within M.C Mukerain in the market. The unit has installed Melting Furnace (01 no.), muffle furnace (1 no.), Cupellation Furnace (1 no.), Weighing Balance (1 no.), Hot plate (1 no.), Hand Rolling Machine (1 no.), Hammering Adda (1 No.), XRF machine (1 no.). 6. The unit is carrying out Gold Assaying of yellow gold @ 18 Samples/day. The unit is consuming raw materials as under (Jewellery @ 250 No./day, Nitric Acid @ 0.25 Ltr/day. The process involves is as under: Sample receipt XRF Scraping Melting Sample Cutting Weighing Mixing (Lead, Copper, Silver) Cupllation Furnace Button Preparation (Hammering) Annealing Rolling (Strip Making) Annealing Roll Making (Mannual) Parting (Nitric Acid Dip) Washing (With Distilled Water) Annealing (Drying) Weighing Calculations. Wastewater contaminated with lead / nitric acid is generated from the process/ wet scrubbing system. The domestic effluent is discharged into M.C. Sewer connected with the termina STP of Mukerian. The unit has installed one cupellation furnace of capacity 12 gm/batch & one Parting chamber of capacity 12 gm/batch from where lead contaminated and acid fumes are emitted. Proper emission suction system is provided with these equipments. The cupellation furnace and parting chamber are connected with a common Wet Scrubbing system as APCD. The caustic solution is used as scrubbing media. The stack with the APCD is about 10 ft. above roof level. The unit is generating hazardous waste as lead residue. The agreements with the TSDF / Recyclers are executed. In view of above, if approved, Zonal Office may be recommended for grant of 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 upto 30.09.2025 with subject to suitable conditions please.
