File Note: It is submitted that the industry was granted consents to operate under the Water Act, 1974 and Air Act, 1981 vide nos. CTOW/Varied/FZL/2019/11308980 and CTOA/Varied/FZL/2019/11308806 dt. 07.10.2019 for operation of rice sheller unit for production of Steamed rice or Raw rice @ 2 TPH, for a period up to 30.06.2024, subject to the suitable conditions mentioned therein. ………… The industry was visited by undersigned AEE along with ASO from Boards Air Lab on 08.12.2023 and it was observed as under: …………. 1. The industry was in operation for the production of steamed rice. ………. 2. The industry has not installed any pipeline for carrying water from any borewell to handies for production of parboiled rice to rule out the possibility of production of parboiled rice, that needs water for parboiling. ………… 3. The industry has provided twin-cyclone followed by wet scrubber as an APCD with boiler of capacity 6 TPH. One no. emission sample was collected from the outlet of stack of air pollution control device connected to boiler and as per analysis report of Boards Air lab, the conc. of particulate matter were 204 mg/Nm3 at 12 % CO2, which is within permissible limits as prescribed by the Board. …………… 4. The industry has installed 03 no. dryers in its premises of capacity 24 TPH each (02 no. already existing and one no. additional dryer). The representative informed that they have installed additional third no. dryer in the year 2023 as standby for the existing 02 no. dryers, so as to avoid any inconvenience of drying of paddy during paddy season. Further submitted that there has been no change in the basic plant and machinery, production capacity, building as well land area of the industry. …………… 5. The industry has installed separator cyclone separator each with the paddy pre-cleaner and shelling section separately. All the APCDs were found in line. The industry has provided stacks of adequate height with these APCDs. ……………. 6. The industry has provided the pipeline for carrying rice husk from discharge point to boiler feeding point and mechanical feeder has been provided with the furnace to feed rice husk as fuel in the furnace. ………… 7. The industry has provided 10’ height wall and a wind screen of height 5’ above it and having length 70’ around the storage of rice husk in compliance to amended code of practice prescribed by the Govt. vide order dt. 15.10.2013. ………….. 8. The industry has provided the room type enclosure for temporary storage of fuel ash near the boiler section with arrangement of sprinkling of water on fuel ash to avoid its blowing during transportation. The industry would be disposing off its fuel ash in the low-lying areas/to the farmers for its use as manure. …………… 9. The industry has provided the septic tank for treatment of domestic effluent of office building with provision of discharge of effluent onto land for plantation. …………. 10. The industry has provided brick paving at movement area of vehicles, within its premises. …………… 11. The industry has provided plantation along its boundary wall. …….. 12. The industry was guided during visit to apply for varied consent to operate for regularization of additional dryer added. ……….. Now the industry has applied for obtaining varied consents under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit for production of Steamed Rice or Raw rice @ 02 TPH alongwith regularization of additional dryer installed in its existing premises. Details of the case are as under: ………………. 1. The industry has submitted CA certificate 31.03.2024, wherein the cost of gross fixed assets is 299.72 lakhs (cost of plant and machinery is 250.35). It has deposited Rs. 54000/- vide UTR no. 001458419299 and 001458414290 dated 14.06.2024 as consent to operate fee under the Water Act and Air Act, 1981 respectively, adequate for a period upto 30.06.2029 under both Acts. It has deposited Rs. 3600/- vide UTR no. 001458419949 dated 14.06.2024 as NOC regularization fee for increase in the gross fixed assets of the industry. …………. 1. The industry has already been visited by this office on 08.12.2023 and was found complying with the provisions of the Water Act, 1974 and the Air Act, 1981. ……………… 2. Further, the site of industry lies adjacent to the existing rice sheller unit M/s Kumar Agro Industries and as per DTP classification report, site of M/s Kumar Agro Industries lies at a distance of 1.5 Km from the nearest MC of Jalalabaad. Accordingly the site of this industry lies outside limits of MC Jalalabaad. ……………. The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. The site of industry is suitable for carrying out expansion in machinery in its existing premises, as lies outside the limits of nearest MC Jalalabaad. …………. It is therefore recommended that consents under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for operation for production of Steamed Rice or Raw rice @ 02 TPH along with regularization of additional dryer (03 no. dryer) installed in its existing premises, for a period upto 30.06.2029, subject to the suitable conditions and specific as prescribed for rice sheller units vide Govt. of Punjab notification dated 15.1.0.2013 for rice sheller units.
