File Note: It is intimated that the hospital was given personal hearing on 28.03.2024 by the Chief Environmental Engineer (P) and it was decided as under: 1. The hospital shall immediately close the rain water harvesting pit which is provided near the ETP-cum-STP and submit compliance, within 15 days. 2. The hospital shall make arrangements to carry out pretreatment of liquid waste being generated from the various section at the source, within 15 days. 3. The hospital shall ensure that proper color coded bins be provided for collection of various category of bio medical waste at different locations of each ward/floor in its premises. 4. The hospital shall provide bar code on all the color coded bag being used for collection of bio medical waste and ensure that no bag of bio medical waste be disposed off to common Bio Medical Waste Treatment Facility (CBVWTF), without bar code. 5. The hospital shall constitute Environment Management Cell and appoint qualified person in the field of the environment, immediately. 6. The amount of Rs. 1.0 lakh shall be encashed from the bank guarantee amounting to Rs. 2.0 lakhs lying with the Board, within 07 days. In lieu of this, the hospital shall submit fresh bank guarantee of Rs. 1.0 lakh as an assurance to comply with the environmental laws. 7. The renewal of the consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 and authorization under BMW Rules, 2016 be granted to the hospital for shorter period i.e. upto 30.06.2024. 8. Environmental Engineer, Regional Office, Patiala shall visit the hospital, verify the decisions of the personal hearing, collect samples and submit its report, within 01 month. 9. Further action shall be taken after the report from the Regional Office, Patiala. Thereafter, as per the decision of the hearing, the hospital was granted to 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/PTA/2024/24319345 dated 10/01/2024 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2024/24319830 dated 10/01/2024 both valid upto 30/06/2024 with suitable conditions and special conditions as mentioned in the decision of the hearing mentioned above. In compliance to decisions of the hearing no. 6, the bank guarantee of Rs. 1 lakh has been encashed from the bank guarantee amounting to Rs. 2.0 lakhs lying with the Board, and the amount has been deposited vide no. 68/5350 dated 05.03.2024. The hospital has submitted fresh bank guarantee of Rs. 1.0 lakh and Bank Guarantee no. 00790100002613 dated 09.01.2024 and valid upto 15.01.2025 as an assurance to comply with the environmental laws. Now, the hospital has applied for renewal of Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 with requisite documents. As per the record file, the hospital had earlier deposited Rs. 50000/- vide UTR. No. AXIC223002475172 dated 27.10.2022 as consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 50000/- vide UTR. No. AXIC223002475604 dated 27.10.2022 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 31.12.2027 for a bed capacity of 150 no. submitted by it. The hospital was visited by the undersigned alongwith AEE (under promotion) on 27.06.2024 and contacted Sh. Gurjeet Singh Romana, Deputy CEO at site. During visit it was observed as under: 1. The hospital was in operation. The occupancy rate (IPD) of the hospital currently is about 65% as informed by the representative of the hospital. 2. The ETP-cum-STP is based on MBBR technology installed by the hospital at the back side was in operation (aeration process) but no outlet was available hence samples could not be collected. 3. The hospital has made arrangement to discharge treated effluent onto land for plantation/green area develop in various pockets. The total green area develop is about 0.4 acres. The hospital has also obtained permission from Patiala Urban Planning and Development Authority for disposal of its effluent into the sewer line. As per the record maintained by the hospital average discharge of effluent for the past four months have varied from 13 to 18 KLD and most of the effluent is being given to green area but now they have obtained permission from PUDA therefore they requested that consent for discharge into PUDA sewer in addition to plantation area may be given. Request letter of the hospital is attached. 4. The sewer line of PUDA is connected with terminal STP (13 MLD) and is being monitored by the Board. 5. The hospital has submitted effluent samples analyzed from EVAPO TECH, NABL Accredited Environment Testing Laboratory on 24.05.2024. As per the analysis report, the concentration of various parameters at the outlet of ETP are pH : 7.5, TSS : 48 mg/ltr , COD : 70 mg/ltr, BOD : 27 mg/ltr, O&G : 1.5 mg/ltr and Bio Assay Test: 90% survival of fish after 96 hours in 100% effluent. The concentration of various parameters is within permissible limits as prescribed by the Board for such discharge onto land for plantation. 6. The hospital has disconnected the RO reject line which was earlier leading to rainwater harvesting pit located at the backside of the hospital adjoining to the ETP-cum-STP. The RO reject is being collected in separate collection tanks on the rooftop and is being used for dual plumbing. 7. The hospital has removed the flexible pipeline which was earlier found attached to the rainwater harvesting pit and the same was leading outside the boundary of the hospital. 8. The hospital has now provided permanent arrangement for pre treatment of liquid waste in the laboratory and other sections from where liquid waste is generated. 9. The Hospital has installed 3 no. D.G. set of capacity 500 KVA, which is equipped with canopy and stack of adequate height. 10. The hospital is segregating bio medical waste as per colour code prescribed in the BMW Rules, 2016. 11. The hospital has provided final storage room for collection and storage of bio medical waste. Bar coding was provided on the bio medical waste bags. 12. The hospital is maintaining record of the bio medical waste being lifted by CBWTF. 13. The hospital has submitted a copy of constitution Environment Committee and has also shared the proceeding of the same. The Environment Committee has appointed as Environment Consultant for the hospital. The hospital is complying with the decisions of the hearing given by the Chief Environmental Engineer (P) of the Board and with the special conditions of consent granted to it under the said Acts. Keeping above in view, if approved, SEE ZO-1 may be recommended as under: 1 Consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 for discharge of treated effluent @ 50 KLD onto land for plantation as well as into PUDA sewer leading to terminal STP may be granted to the hospital upto 31.12.2027 with suitable condition and special condition that: • That the hospital shall provide flow meter on the line leading to PUDA sewer and maintain record. • The hospital shall utilize maximum effluent for plantation/green area before discharging the same into PUDA sewer. • The HCF shall comply with the effluent discharge standards as per Bio Medical Waster Rules, 2016 (amended from time to time). 2 Consent to operate under the Air (Prevention and Control of Pollution) Act, 1981 may be renewed to the hospital upto 31.12.2027 subject to suitable conditions.
