File Note: The industry was granted Consent to Establish/NOC vide no. CTE/Fresh/MNS/2023/22404664 dated 22.06.2023, which was valid upto 21.06.2024 for establishment of rice sheller unit of capacity 2 TPH of Raw rice/Sorted Rice with dryer, subject to the conditions mentioned therein. The industry was visited by the AEE on 23.05.2024 and Sh. Sanjeev Kumar, representative was contacted. During visit, it was observed as under: 1. The industry was in operation. 2. The industry has installed cyclone separator as APCD with shelling section and paddy cleaning section of the drier whereas the stack with the APCD installed with dryer section is of inadequate height. 3. The industry has not provided brick wall of 10' height with adequate length and further not provided wind screen of 5' height on the said wall. 4. The industry has not provided plantation along its boundary walls. 5. The industry has provided septic tank for treatment of domestic effluent. 6. The industry has not stabilized the movement area for the movement of vehicles. Since the industry was found not complying with the code of practice stipulated for such units and provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981. As such the industry was issued SCN for violation of the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. 2098 dated 24.5.2024. The industry in reply to the SCN has submitted online reply dated 11.6.2024 stating that: 1. The industry has installed and maintained sampling arrangement with dryer section. 2. The industry has installed 10’ height wind screen. 3. The industry has planted plants and trees along its boundary walls. 4. The industry has established sufficient arrangements in movement area which shall be completed within 25-30 days. To check the compliance the industry was visited on 26.5.2024 and it was observed that the industry has not made any compliance w.r.t. to the observations of visit dated 23.5.2024 and the status is same as earlier visit. From above it is clear that the industry is not complying with the code of practice stipulated for such units and provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981. If approved the CTO application applied by the industry may be refused please.
