The residential colony was granted CTE vide no. CTE/Fresh/BTI/2021/16955727 dated 30.12.2021 valid upto 29.12.2022 for development of Residential Colony to be developed in an area of 8.0125 acres have 48 residential plots and 1 no. school with discharge of Domestic effluent @ 43 KL/day to be treated in the common STP (with its sister concern units i.e. M/s Ganpati Estates & M/s Sheesh Mahal Developers) of capacity 650 KLD which is proposed to be further increased to 1350 KLD based on tertiary treatment subjected to the special conditions that:
1. The Consent to Establish (NOC) is being granted for the development of the residential colony in the revenue estate of Patti Hazi Ratan, Tehsil & Distt. Bathinda in an area of 8.0125 acres.
2. The project proponent shall obtain revised consents to operate under the provisions of Water Act, 1974 & Air Act, 1981 for the existing project i.e. Ganpati Enclave, as the area of the said project has been decreased from 58.40 acres to 56.39 acres.
3. The project proponent will submit the permission from Municipal Corporation, Bathinda for the discharge of treated domestic effluent into M.C. sewer.
4. The project proponent shall connect the outlet of its STP for discharge of excess treated domestic effluent into M.C. sewer through proper sewer line.
5. The project proponent shall comply with the provisions of Municipal Solid Waste Rules, 2016.
6. The project proponent will submit the detail of total built-up area of the project including individual plots, group housing project etc. to ascertain the applicability of EIA notification dated 14.09.2006.
7. The project proponent will install flow meters to adjudge the quantity of effluent discharged/treated in the common STP and will maintain proper record of the same.
Further the residential colony was granted CTE vide no. CTE/Ext/BTI/2023/22349042 dated 3.8.2023 valid upto 30.06.2024 for development of Residential Colony to be developed in an area of 8.0125 acres have 48 residential plots and 1 no. school with discharge of Domestic effluent @ 43 KL/day to be treated in the common STP (with its sister concern units i.e. M/s Ganpati Estates & M/s Sheesh Mahal Developers) of capacity 650 KLD which is proposed to be further increased to 1350 KLD based on tertiary treatment subjected to the special conditions that:
1. The project proponent shall not increase its total built up area beyond 20,000 sqm, under any circumstances without obtaining prior environmental clearance as required under the EIA notification dated 14.09.2006.
2. The project proponent will not use any fresh water in the green area/ plantation developed inside the project premises and will make adequate arrangements to reuse the treated effluent for watering of green areas in the project premises and only the excess effluent will be discharged into MC sewer.
3. The project proponent shall manage, treat and dispose off the solid waste generated from the project premises in accordance with the various provisions of the Solid Waste Management Rules, 2016.
4. The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
5. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic thermocol or any other non-biodegradable material in the premises.
6. This 'consent to establish' is issued from pollution angle and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required.
The project proponent has now submitted application for the operation of the residential colony developed in an area of 8.0125 acres have 48 residential plots and 1 no. school.
The PP has deposited Rs. 32400/- vide no. 620418985 dated 2.1.2023, Rs. 32700/- vide no. 352830927 dated 20.6.2024 as fee under Water Act, 1974 through online against the fixed assets of Rs. 3.86 Cr, which is adequate upto 30.9.2027.
The PP has earlier submitted a copy of approval of unauthorized colony namely M/s Ganpati Enclave, Phase-1, Dabwali Road, Bathinda (8.0125 acres) issued by Municipal Corporation, Bathinda vide their office letter no. 119/MTP dated 10.06.2021.
The PP has submitted a sale deed
The PP has proposed that the effluent from the colony will be treated in the STP @ 1350 KLD installed at the existing colony M/s Sheesh Mahal inside the premises of M/s Sheesh Mahal Developers Ltd.
The PP has installed STP consisting of Stage 1: Primary Treatment, Screen Chamber, Sewage Collection cum Equalization Tank • Stage 2: Secondary or biological Treatment, Secondary Tube Settler Tank (New) • Stage 3: Tertiary Treatment - Filter Feed Tank, Pressure Sand Filter, Activated Carbon Filter, Hypo Dosing System • Stage 4: Sludge Treatment Sludge Drying Beds.
The PP has submitted letter from MC Bathinda vide no. 1176 dated 17.10.2019 regarding deposit of Rs. 1,22,220 for sewer connection.
It is pertinent to mention here that M/s Ganpati enclave and M/s Sheesh Mahal are existing colonies. M/s Ganpati Enclave has been granted varied consents to operate under Water Act, 1974 and Air Act, 1981.
The site was visited by this office on 27.6.2024 and it was observed as under-
1. The proposed colony is adjacent to M/s Ganpati Enclave without any boundary between these two colonies. There are 3 no. houses residing and 2 no. houses under construction. There is operational school in the colony.
2. The colonizer has layed down water supply ad sewage pipe lines and also constructed the road network inside the proposed colony.
3. The PP has further proposed to discharge treated domestic effluent onto green area, along with that the excess treated water will be discharged into MC sewer.
4. The development work of the colony has already completed and there is occupancy in the colony in 2-3 houses. The school has also commissioned and the strength is 350 students.
5. The PP has not installed flow meter at outlet of the colony at sewerline as it is not feasible to install the same.
It is therefore recommended that the consent to operate may be granted to the project proponent for the operation of a Residential Colony of 48 no. residential plots and school site in an area of 8.0125 acres upto 30.09.2027 with usual & earlier imposed conditions.
