The industry was granted consents to operate under the Water Act, 1974 and Air Act, 1981 vide no. CTOW/Fresh/MNS/2020/13663846 and no. CTOA/Fresh/MNS/2020/13663665 dated 10.09.2020, respectively to manufacture Raw Rice / Sorted Rice @ 3 TPH with dryer, valid upto 30.09.2025.
Thereafter the industry obtained CTE Expansion under the Water Act, 1974 and Air Act, 1981 vide no. CTE/Exp/MNS/2023/22018066 dated 1.06.2023 to manufacture Steamed Rice Plant with dryer with color sorter @ 42.88Metric Tones/Day, valid upto 31.05.2024.
The industry was visited by officer of this office on 19.03.2024 and it was observed that :-
1. The rice Mill is being operated without obtaining consents of the Board.
2. The rice sheller unit was in operation for production of Steamed Rice Plant with dryer with color sorter @ 42.88 Metric Tones/Day.
3. The industry has installed APCD with paddy cleaner of dryer section but the same was found not in line i.e. all dust-emitting points were not connected to the APCD.
Also adequate stack height and sampling facility has not been provided with the APCD of paddy cleaner of dryer.
4. The industry has installed cyclone as APCD with shelling section to contain the process emission, however the same was not in line / operation as all the dust emitting points were not connected with the APCD and emissions were being discharged into atmosphere, bye-passing the APCD.
5. The unit has not installed APCD for emissions from the elevators of Steam plant.
6. The boiler blowdown is being discharged onto land for stagnation.
7. The industry has not provided plantation along the boundaries in the expansion area.
8. The boiler ash is not being disposed off in the scientific manner.
Accordingly the industry was issued SCN for violation of the provisions of Water Act, 1974 and Air Act, 1981 vide no. 1781 dated 25.4.2024 to submit in writing within 7 days.
Now, the industry has applied for obtaining CTO under the provisions of Water Act, 1974 and the Air Act, 1981 for operation of the rice sheller to manufacture Raw Rice / Sorted Rice @ 3 TPH with dryer or steamed rice @42.88 MTD.
The rice sheller has deposited Rs. 56400/- vide no. N121243011479351 & N121243011485737 dated 30.4.2024 against the CA value of 452 lacs which is adequate upto 30.9.2029.
The industry has purchased additional land adjoining to the unit in the name of the rice sheller and the same has not be added with in the premises.
To check the compliance status of the Industry, the industry was visited on 28.06.2024 and it was observed as under:
1. The Industry was not in operation during the visit. The industry has installed the machinery in the khasra no. 82//10 in compliance to the special condition imposed.
2. The Industry has installed separate cyclones as APCD with the shelling section and with the paddy cleaners with adequate sampling arrangement.
3. The Industry has provided pucca road within the premises for the movement of vehicles.
4. The Industry has provided fresh plantation within the premises.
5. The Industry has provided a windscreen (Jali) over the 10 feet boundary wall in the husk storage area.
6. The Industry has provided septic tank for treatment of the domestic effluent with disposal of the effluent onto plantation.
7. The industry has installed husk fired boiler @ 8 TPH with multi cyclone and adequate stack. The industry has provided provision of the discharge of the boiler blow down into the septic tank.
8. The industry has installed 6 no. cooking vessels/ handis.
9. No boiler ash was found stored in the premises and the rep informed that the ash has been lifted by the farmers for land filling.
The industry has installed all the machinery required for commissioning of the steam plant/ dry rice/ sorted rice unit.
If approved, Consent to operate under the provisions of Water Act, 1974 and the Air Act, 1981 may be issued to the industry with validity upto 30.9.2028 for the manufacturing of Steam rice @ 42.88TPD OR Raw Rice/dry rice @ 3 TPH with dryer with usual conditions and special condition that the industry shall not make any expansion in the land area without permission from the Board.
