It is submitted that the applicant has proposed to setup a Rice Sheller and has applied for obtaining ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of steamed Rice/basmati @ 3 TPH and parboiled rice/basmati @ 1 TPH by using paddy/basmati @ 6 TPH.
The applicant has filled online application form, uploaded, Project report, DTP certificate vide no. 1554 dated 26.6.2024, partnership deed, proof of ownership of land, tehsildar report, Feasibility report, Site plan location plan, authorization letter. The industry has deposited Rs. 21600/- vide no. 114438200 dated 28.06.2024 as NOC fee, as per the CA certificate applicable fee is Rs. 21600/- per annum, the industry has deposited for 1 years i.e. upto 30.09.2025.
The site was visited by the officer of the office on 01.07.2023 and observed that:-
1. The proposed site of the Rice Sheller falls in village Village Garhi Bet, PO Machhiwara, Tehsil Samrala, District Ludhiana.
2. The project proponent has earmarked the boundary of the proposed industry and construction of boundary wall was undergoing during the visit.
3. No machinery has been procured by the project proponent, nor any machinery was lying at site.
4. The generation of trade effluent will be discharge onto land for plantation after treatment through ETP. The ETP proposed has following components:-
Screening- Equalization & Neutralization Anaerobic Biological Treatment Aerobic Biological Treatment based on Activated sludge process filtration through MGF.
5. The proposed ETP seems principally adequate. The project proponent has proposed to develop 1 Acre land as per Karnal technology, which is sufficient for disposal of trade effluent @ 50 KLD.
6. The domestic effluent will be discharge onto land for plantation after septic tank
7. The project proponent has proposed to install 01 boiler of capacity 6 TPH with cyclone separator as APCD along with adequate stack and proper sampling arrangements. Rice husk will be used as fuel.
8. The project proponent has proposed to install 02 Shelling unit with cyclone separator as APCD along with adequate stack.
9. The project proponent has proposed to install 03 nos. Handi's/cooker, for parboiling/steaming the paddy.
10. The project proponent has proposed to install 03 nos. drying section of capacity 24 TPD unit with cyclone separator as APCD along with adequate stack
11. The project proponent has proposed to install 1 no. Drier section with cyclone separator as APCD with adequate stack
12. As per DTP Ludhiana letter no. 1554 dated 26.6.2024, the site of the proposed industry falls in industrial zone as per approved master plan of Ludhiana.
13. As per tehsildar report dated 24.06.2024, the site of the proposed Rice Sheller meets with the siting guidelines
14. The site is suitable for such types of establishments.
15. The competency to decide the application lies with Environmental Engineer, Regional Office-1, Ludhiana.
In view of above it is recommended that ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, 1981 may be granted up to 30.09.2025 for setting up a Rice Sheller with suitable terms and conditions as per policy of the Board.
