It is submitted that the industry was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Renewal/PTA/2018/8529999 dated 12/10/2018, valid upto 30/09/2028 and under the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2018/8529946 dated 16/10/2018, valid upto 30/09/2028 for manufacture of Rice @ 2.0 T/hr by using Paddy @ 3.0 T/hr (without drier) subject to conditions mentioned therein.
It is submitted that the industry was also granted consent to establish (NOC) under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTE/Exp/PTA/2024/25436298 dated 08/05/2024, valid upto 07/05/2025 for manufacturing of Rice @ 2.0 T/hr by using Paddy @ 3.0 T/hr (With Drier) alongwith discharge of domestic effluent @ 1.5 KLD onto land for plantations under orange category subject to conditions mentioned therein.
Now, the industry has applied for varied of consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention and Control of Pollution) Act, 1981 for manufacture of Rice @ 2.0 T/hr by using Paddy @ 3.0 T/hr (with drier) under orange category along with requisite documents.
The industry has deposited online Rs. 7700/- vide R No. 500654179 dated 17.06.2024 under Water (Prevention & Control of Pollution) Act, 1974 and total Rs. 8200/- vide UTR No. 250778428 dated 17.06.2024 under Air (Prevention and Control of Pollution) Act, 1981, which is adequate upto 30.09.2029 against the fixed assets of Rs. 29.64 lakh as on 30.05.2024 as per CA certificate dated 30.05.2024 submitted by the industry.
The industry through Rajinder Kumar, Partner of the firm, has undertaken that :-
1. That the consents under the Water Act, 1974 & Air Act, 1981 were granted to the unit on dated 16/10/2018, valid up to 30/06/2028 for the processing of Paddy @ 3.0 T/hr. so as to manufacture Rice @ 2.0 T/hr. (without drier).
2. That NOC for expansion under the Water Act, 1974 & Air Act. 1981 was granted to the unit on dated 08/05/2014, valid up to 07/05/2025 for the processing Paddy 3.0 T/hr. so as to manufacture Rice @ 2.0 T/hr. with drier having capacity of 24 MT.
3. That the gross value of fixed assets of the unit as on 30/05/2024 is at Rs 29.65 lacs (Land: Rs. 3.34 lacs, Building: Rs. 4.70 lacs and Plant & Machinery: Rs 21.61 lacs).
4. That approved building plan from the competent person enclosed herewith.
5. That as now, the plant is not in operation due to end of the current season, the drier installed in the unit will be put to use in the month of November, 2024.
6. That we are depositing online Rs 15,900/- toward Air Consent fee Rs 7700/-, Water Consent fee: Rs. 7,700/- and Application Form fee Rs 500/- adequate up to 30/09/2029.
The industry has submitted compliance report of consents conditions under the Water Act, 1974 and Air Act, 1981 earlier granted to it.
The industry was visited by the undersigned on 28.06.2024 and contacted Sh. Rajinder Kumar, Partner of the unit at site. During visit, it was observed as under:
i) The unit was not in operation due to off season.
ii) The industry has installed drier and cyclone with paddy pre-cleaner within the existing premises.
iii) The industry has installed two no. rula, three no. polishers, 1 no. whitener, etc.
iv) The industry has already installed cyclone as APCD to control the process emissions.
v) The roads for the movement of the vehicles inside the sheller premises upto rice room, shelling shed and rice husk storage area, are brick paved roads.
vi) The industry provided proper rice husk storage facilities inside the factory premises.
vii) The total height of the brick wall is about 15' approximately which seems to be adequate. The industries has provided layer of wind screen of 3' approx above the brick wall.
viii) The industry is not discharging any trade effluent, only domestic effluent is being generated and septic tank is provided for treatment.
Keeping above in view, it is recommended that varied consent to operate under the Water (Prevention &Control of Pollution) Act, 1974 and under the Air (Prevention and Control of Pollution) Act, 1981 upto 30.09.2029 for manufacturing of Raw Rice @ 2.0 T/Hour by Processing of Paddy (With Drier) @ 3 T/Hour and discharge of domestic effluent @ 1.5 KLD onto land for plantation after passing through septic tank under orange category subject to certain condition and following additional conditions that:
1. This consent is valid for manufacturing of Raw Rice @ 2 T/Hour by Processing of Paddy (With Drier) @ 3 T/Hour.
2. The rice sheller shall submit the stack emission sampling from Board’s lab / NABL approved laboratory within 15 days after starting of rice shelling season.
3. The rice sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013.
4. The rice sheller shall obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).
5. The rice sheller shall put in place all the hoods, ductings & enclosures and other components of the APCD well before commissioning of the unit for the upcoming paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit.
6. The rice sheller will amend its APCD as per amendment (if any) in policy of the Board.
7. The rice sheller shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board.
8. The rice sheller shall dispose of the dust contained by APCD in an environmentally sound manner.
9. The rice sheller shall make plantation in the open area, where the same is feasible, to contribute to increase in the green cover and shall inform the Board in this regard before commissioning of the unit before next shelling season.
10. The rice sheller shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall be bound to upgrade/replace the APCD to achieve such revised standards.
11. The rice sheller shall not undertake expansion without obtaining approval from the Board.
12. The rice sheller should confirm to the following ambient noise level prescribed under Rule 13 (1) of Noise Pollution Regulation & Control) Rules, 2000 at their boundary limits:

13. The rice sheller shall install noise limiter on potential pollution devises including retrofitting the existing devices.
14. Materials need to be stockpiled and unused equipment to be placed between noisy operating equipment and other areas. |
