It is submitted that as per notification of MoEF&CC dated 18.05.2023 (copy attached), it is reproduced as under:...................................
The hot mix plant shall be equipped with appropriate air pollution control devices as mentioned below so
as to ensure optimum efficiency to achieve the standards, namely:
(a) Drum Type: Cyclone or multi-clones with wet scrubber;
(b) Batch Type: Multi-clones with bag filters..............
It shows that the APCD proposed by the industry is adequate.......................
It is further submitted that the industry has proposed to install inbuilt bag filter house as APCD with the batch type plant.
If approved, 1. Consent to establish (NOC) for setting up of hot mix plant and wet mix plant units may be granted to the industry with suitable conditions as per policy of the Board and special conditions as under...................... a) The project proponent shall establish and operate this hot mix plant only for the purpose of this project and shall not use it commercially for any other activity. Means this permission is granted only for public purpose and not for commercial purpose. b) This NOC shall be applicable only till the date of completion of project for which this hot mix plant is being established temporarily. The project proponent shall dismantle this hot mix plant immediate after the above period. c) The project proponent shall ensure to control the Environmental pollution and shall comply with the code of practice prescribed by the Board for such units. d) The project proponent will not cause environmental pollution during the temporary period of its operation. e) Board reserves the right to revoke this CTE, in case, there will be any complaint from residents or other stake holders. f) The copy of CTE may be forwarded to the DTP, Ludhiana with a request that if the concerned department has any issue regarding the temporary installation of the HMP, they have to intimate the Board within 15 days. If the concerned department fails to intimate the same it shall be presumed that the concerned department has not any issue regarding the installation of said HMP. g) The project proponent shall install the HMP at its own risk & cost in case of non-compliance with any policy/notification of any department/GLADA. then this Consent to Establish (NOC) from a pollution angle shall be deemed cancelled and the Board shall not be responsible for any financial liability arising due to the cancellation of this CTE (NOC). h) The industry shall submit approved building plans from the Director of Factories, Punjab, or Competent Persons approved by the Director of Factories u/s 3-A of the Factories Act, 1948...................................
