File Note: The industry is a medium scale red category {1071-Parboiled Rice Mills having waste water generation 100 KLD and above (or) fuel consumption 12 MTD and above (or) both} unit and was granted consent to establish under the the Water Act, 1974 and the Air Act, 1981 for production of Sorted Raw Rice with Dryer @ 9.0 TPH and Parboiled/Steamed rice @ 4.0 TPH using Paddy @ 13.5 TPH vide no. CTE/Fresh/SGR/2023/22523736 dated 01.08.2023, valid upto 31.07.2024. Now, the industry has installed the proposed plant and machinery and accordingly, it has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981 to produce Sorted Raw Rice with Dryer @ 9.0 TPH/ Parboiled/Steamed Rice @ 4.0 TPH by using Paddy @ 13.5 TPH, as raw material, under red category. Along with the application, the industry has provided: - 1) the completion certificate w.r.t. the installation of ETP, which is installed for the treatment of effluent generated from its parboiled plant. 2) Undertaking regarding the installation of APCDs as per pollution control Laws. 3) Layout plan for land proposed for establishment of unit. 4) The CA certificate mentioning the value of gross fixed assets of the industry. 5) Compliance report of conditions mentioned in earlier granted NOC by the Board. 6) Electricity bill as a proof for date of commissioning of the unit. 7) Undertaking regarding compliance w.r.t. the personal hearing decision taken by competent authority of the Board. The industry has deposited fee under the Water Act, 1974 and the Air Act, 1981 as mentioned in agenda table at sr. no. (vii) against the gross fixed assets of Rs. 1133.67 Lacs as on 20.01.2024, as per CA certificate dated 23.01.2024. The fee deposited by the industry under both the Acts, is adequate upto 31.05.2028 (after deducting the penalty fee by considering the DOC as Sept, 2023). During scrutiny, the application submitted and the documents provided along with the fee deposited by the industry found complete and adequate. It is pertinent to mention here that earlier, the industry was surprisingly visited by the officers of this office on 14.12.2023 and during visit, it was found violating the provisions of the the Water Act, 1974 and the Air Act, 1981 by operating its unit without obtaining fresh consents to operate under the said Acts. Accordingly, a show cause notice alongwith personal hearing was issued to the industry. The personal hearing was held before competent authority of the Board on 23.01.2024. After hearing the officers of the Board and representative of the industry, Chief Environmental Engineer (B) Patiala decided that: - 1. The industry shall remove the extra soil over the movement area within 7 days and shall regularly sprinkle the treated effluent to minimize the dust emissions. 2. The industry shall dispose off the boiler ash within 15 days in an environmentally sound manner. 3. The industry shall provide adequate plantation area before the commissioning of the Saila Rice section. 4. The industry shall submit completion certificate of ETP within 15 days at Regional Office, Sangrur. 5. The industry shall provide the wall opposite to the husk disposal point in compliance of order dated 15/10/2013 within 7 days. 6. The industry shall provide permanent treated effluent disposal pipeline in the plantation area within 15 days 7. Environmental Engineer, Regional Office, Sangrur shall process the consents to operate under the Water Prevention & Control of Pollution Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 applied by the industry on merits, as per the stipulated time period. To verify the compliance status of the hearing decision, the facts on the ground was checked during visit by the AEE of this office on 28.06.2024 and it was observed as under:- 1. The industry along with its saila plant was found in operation. 2. The industry has covered all the processing sheds. 3. The industry has provided separate cyclone separator as APCD with shelling section as well as dryer sections with adequate stack height to control the process emissions. Separate cyclone separators as APCDs have also provided with boiler section. All the dust emitting points are hooded and connected to the cyclone separators. 4. The industry has provided sampling arrangements with the stacks of the APCDs. 5. The industry has provided brick road from main gate of the industry to the rice husk area for the movements of vehicles. 6. The industry has provided brick wall of 10 feet height and wind screen of 5 feet height over the said wall, in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. 7. The industry has remove the extra soil over the movement area within 7 days and no dust emissions were found in ambient air. 8. The industry is found disposing off its boiler ash for land filling purposes in low lying areas. 9. The trade effluent generated from the parboiled manufacturing process is found treating with ETP Plant installed by the industry and the treated wastewater is being discharged onto land for plantation. 10. The industry has already provided septic tank for treatment of domestic effluent generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank. 11. The generation of small quantity waste water in the form of boiler blow down, is being utilized for ash quenching as well as sprinkling purposes for dust separation. 12. The industry has developed sufficient plants under adequate plantation area (nearby 3.0 acres) within its premises for disposal of treated trade effluent as well as domestic wastewater. The industry has provided permanent treated effluent disposal pipeline in that plantation area 13. The industry has submitted completion certificate w.r.t. the feasibility report submitted during the grant of NOC expansion and the industry was found installed APCDs as well as ETP as per the feasibility report submitted by the industry. From the above, it is clear that the industry is found complying with the conditions during grant of NOC as well as decisions made during personal hearing held before competent authority of the Board. No complaint is pending against the industry. Keeping in view of above, it is recommended that the varied consents to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Sorted Raw Rice with Dryer @ 9.0 TPH/ Parboiled/Steamed Rice @ 4.0 TPH by using Paddy @ 13.5 TPH may be granted upto 30.06.2027, with suitable conditions as per policy of the Board. Competency: - Chief Environmental Engineer, Regional Office, as per Board's policy dated 30/04/2013.
