It is submitted that the industry is a small scale orange category unit and has proposed to establish a hot mix plant in the revenue state of Fatehgarh Channa Raod, Village Handiaya, Tehsil and District Barnala for manufacturing of Bituminous macadam @ 120 TPH by using Crushed stone aggregates of different sizes and Bitumen @ 120 TPH as raw material.
The industry has also deposited Rs. 3400/- (Rs. 2900/- as NOC fee + Rs. 500/- as application form fee), vide no. 448216355 dated 25.06.2024, against the proposed project cost of Rs. 41.62 lacs, which is adequate for one year.
The industry has submitted lease deed, as per which M/s Barnala Infrabuild Private Limited has taken land bearing khasra no. 504/24/1/7-19 measuring total land 7-19 marle for 3 years i.e. upto 30.05.2027.
The industry has submitted the letter issued by District Town Planner, Sangrur for land use classification vide no. 423-DTP(S)/SS-130 dated 20.03.2018 for establishment / operation of Hot Mix Plant at Fatehgarh Channa Raod, Village Handiaya, Tehsil and District Barnala. As per DTP certificate, site falls outside MC limits of Handiaya and falls under the local planning area of Barnala. Master Plan of the same is yet to be prepare. While preparing Master Plan, the site might be falls under industrial area. Copy of the DTP letter enclosed in the list of documents submitted by the industry.
The industry has submitted revenue department report issued from Tehsildar Barnala vide dated 24.05.2024 which is stated as under:-
1. The site is located at more than 5 km from MC limit.
2. The site is located more than 2 km away from Class A Town and City limit.
3. The site is located more than 1 km away from Other Town and City limit.
4. The site is located more than 500 mtr away from village lal lakir/phirni.
5. There is no wild life sanctuary, zoo in the area of 500 mtr.
6. The site is located more than 500 mtr away from National Highway.
7. The site is located more than 300 mtr away from State Highway/Scheduled Road.
8. The site is located more than 300 mtr away from residential area (15 pucca houses).
9. The site is located more than 300 mtr away from Educational Institute, Historical place, Religious Place and Protected Monuments etc.
The industry has submitted project report, feasibility report, site plan, manufacturing process, Memorandum of Association along with the application form.
To verify the facts, the site of the industry has been visited by the officer of this office on 28.06.2024 and it was observed as under:-
1. The site is located at Fatehgarh Channa Raod, Village Handiaya, Tehsil and District Barnala outside MC limits.
2. Presently, at this location, there is one paper board mill operating under the name & style of M/s Ganpati Paper Board Industry. This unit has been already granted Consent to operate under the Water Act, 1974 and the Air Act, 1981 upto 31/03/2025. The owner of the unit submitted that due to market recession they have planned to close down its paper board mill unit shortly after the start the operation of its proposed hot mix plant.
3. The industry has proposed to install the hot mix plant at one vacant space already available inside the existing premises of the above said unit.
4. The industry has proposed to discharge its domestic effluent onto land for plantation after passing through septic tank.
5. The industry has proposed to install the water scrubber as APCD along with adequate stack with its hot mix plant and adequate stacks with bitumen tank.
6. The industry installed one D.G. of capacity 160 KVA with canopy and adequate stack height, inside the premises and also informed that there is no need of separate electric connection to run hot mix plant as it will operate on D.G set.
7. The industry has provided the adequate green belt around the boundary area of the unit and the domestic effluent is being discharge on to land for plantation after passing through septic tanks.
8. There is no residential area, 15 pucca houses, school/college and religious place in the radius of 500 m of the industry. There is no water body lying in the radius of 300 m of the industry. There are 4 shellers around/nearby the hot-mix plant unit named as Kotia Rice mill, A P Rice mill, Sharman Rice Mill and Arora Rice Mill.
9. The hot mix plant is also meeting with the siting criteria for such type of units as prescribed by the Board, hence, site is suitable for the construction of above said hot mix plant.
In view of above, consent to establish/NOC for hot mix plant may be granted to the project proponent with suitable conditions and special condition that
1. The project proponent shall close its paper board mill before the commissioning of its hot mix plant or shall provide the separate wall and entry between the both the projects before the operation of the unit.
2. The project proponent shall be bound to comply with the provisions of Master Plan, Barnala as and when approved by the Competent Authority.
