File Note: It is submitted that the industry was granted consents to operate under the Water Act, 1974 and Air Act, 1981 vide nos. CTOW/Renewal/FZL/2019/10151872 and CTOA/Renewal/FZL/2019/10151244 dt. 06.06.2019 for operation of rice sheller unit for production of Saila Rice/Steamed rice @ 3 TPH, for a period up to 30.06.2024, subject to the suitable conditions mentioned therein. ………… Now the industry has applied for obtaining varied consents under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit for production of Steamed Rice or Raw rice @ 03 TPH. Details of the case are as under: ………………. 1. The industry has submitted CA certificate 31.03.2024, wherein the cost of gross fixed assets is 487.01 lakhs (cost of plant and machinery is 326.97). It has deposited Rs. 60000/- vide UTR no. P145240324559028 and P145240324557836 dated 24.05.2024 as consent to operate fee under the Water Act and Air Act, 1981 respectively, adequate for a period upto 30.06.2029 under both Acts. It has deposited Rs. 3600/- vide UTR no. 001458419949 dated 14.06.2024 as NOC regularization fee for increase in the gross fixed assets of the industry. …………. 2. The industry has submitted new partnership deed dated 01.04.2022, wherein Sh. Pawan Kumar, Sh. Gurpreet Singh, Smt. Kulwant Kaur, Sh. Sarandeep Singh and Alisha are the current partners in the firm. ……………. 3. The industry has submitted undertaking regarding the operation of unit for production of steamed/raw rice only, reproduced as under: …………….. I, Sarandeep Sing Partner in M/s KB Rice Mill , Mandi Ladhuka, Fazilka Declare as under:……………… 1. That we have applied Varied Consents under the Water Act and Air Act for manufacturing of Steamed/Raw rice. ………….. 2. That we have removed the water supplying pipeline to Handies of Plant to rule out the possibility of operation of Saila Plant…………………. 3. That in case there is demand of Saila Rice in future , we will be liable to obtain prior permission of the Board for operation of the Saila section………… 4. That we will always abide by the Rules and Regulations of Punjab Pollution Control Board…………….. The industry was visited by undersigned AEE on 26.06.2024 during tour to that area and it was observed as under: …………. 1. The industry was not in operation for any activity due to completion of paddy milling ………. 2. The industry has removed pipeline for carrying water from any borewell to handies for production of parboiled rice to rule out the possibility of production of parboiled rice, that needs water for parboiling. ………… 3. The industry has provided twin-cyclone as an APCD with boiler of capacity 6 TPH. Stack of adequate height as well as sampling arrangement has been provided with the APCD of boiler. 4. The industry has installed separator cyclone separator each with the paddy pre-cleaner and shelling section separately. All the APCDs were found in line. The industry has provided stacks of adequate height with these APCDs. ……………. 5. The industry has provided the pipeline for carrying rice husk from discharge point to boiler feeding point and mechanical feeder has been provided with the furnace to feed rice husk as fuel in the furnace. ………… 6. The industry has provided 10’ height wall and a wind screen of height 5’ above it and having length 70’ around the storage of rice husk in compliance to amended code of practice prescribed by the Govt. vide order dt. 15.10.2013. ………….. 7. The industry has provided the room type enclosure for temporary storage of fuel ash near the boiler section with arrangement of sprinkling of water on fuel ash to avoid its blowing during transportation. The industry would be disposing off its fuel ash in the low-lying areas/to the farmers for its use as manure. …………… 8. The industry has provided the septic tank for treatment of domestic effluent of office building with provision of discharge of effluent onto land for plantation. …………. 9. The industry has provided brick paving at movement area of vehicles, within its premises. …………… 10. The industry has provided plantation along its boundary wall. …….. 11. Representative of the industry during visit informed that they have been operating the industry for manufacturing of Steamed/ Raw rice only form the last 7-8 years, as such there is no demand for Saila rice in market and accordingly they have applied for varied consents for operation of plant for manufacturing of Steamed/ Raw rice only. ……………. The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. Further the industry has removed water supplying pipeline to Handies to rule out any possibility of operation of industry for manufacturing of Saila rice …………. It is therefore recommended that Varied consents under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for operation for production of Steamed Rice or Raw rice @ 03 TPH for a period upto 30.06.2029, subject to the suitable conditions and specific as under:………….. 1. The industry shall only operate for manufacturing of Steamed /Raw rice and shall obtain prior permissions/consents for operation of Saila rice………… 2. The industry shall get its emission sample analyzed from Board’s Lab within one month during the commissioning of coming paddy season…….. 3. The industry shall always comply with the code of practice prescribed for rice sheller units vide Govt. of Punjab notification dated 15.1.0.2013 for rice sheller units. …..
