The industry has obtained CTO under the provisions of Water Act, 1974 and Air Act, 1981 CTOW/Fresh/BTI/2022/18991375 & CTOA/Fresh/BTI/2022/18939182 dated 27.7.2022 valid upto 30.9.2025 for production of carbonated Juice @ 30 KLD & 10 KLD mineral water.
The industry has also obtained CTE Expansion vide no. CTE/Exp/BTI/2023/20894798 dated 3.3.2023 with validity upto 2.3.2024 for production of Packing Material @ 195 Kgs/day additionally
The industry was visited by the undersigned on 23.03.2024 and it was observed as under –
The industry was in operation during visit.
2. The industry has installed with cyclone as APCD with the wood fired boiler @ 1 TPH and adequate stack.
3. The industry has also installed ETP plant to treat the trade effluent generated from the processing section consisting of Bar screen - Collection Tank - aeration tank- Clarifier (Tube settler based) - Multimedia filters and sludge drying beds.
4. The ETP was not in operation during visit nor has installed any water meter at outlet of ETP.
5. During visit the washing of the bottling section was in operation along with filling of the juices in the bottles.
6. The industry has provided adequate plantation are for disposal of treated effluent.
7. The domestic effluent generated from the labour quarter section is drained into the plantation area after treatment. The effluent gets stagnant in one area as the distribution network has not been provided
The industry was found not complying with the provisions of the Water Act, 1974
As such the industry was issued SCN for violation of provisions of Water Act, 1974 & Air Act, 1981 has been issued to the industry vide letter no. 1691 dated 04.04.2024 with an opportunity of personal hearing before the Senior Environmental Engineer of the Board on 18.04.2024 wherein it was decided as under:
1. The industry shall apply for obtaining varied consents to operate under the provisions of the Water Act, 1974 & Air Act, 1981, within 10 days.
2. Environmental Engineer, Regional Office, Bathinda shall visit the industry, verify the compliance at site and process the applications to be applied by the industry under the Water Act, 1974 & Air Act, 1981 on merits.
Meanwhile the industry auto-renewed the CTO under Water Act, 1974 and Air Act, 1981 vide no. CTO/Renewal/BTI/2024/25402842 & CTO/Renewal/BTI/2024/25401735 dated 12.4.2024 with validity upto 12.4.2027.
The industry has deposited Rs. 25200/- vide no. 620283418 & 771122217 dated 12.4.2024 against the CA value of 1.33 Cr.
The industry has now applied for obtaining varied CTO under Water Act, 1974 and Air Act, 1981 for production of Carbonated juice @ 30000 ltr/ day & Mineral water @ 10000 ltr/ day.
The PP has submitted CA certificate @ 1.81 Cr and as per the Ca certificate the fees submitted is valid upto 30.9.2027.
The industry was visited by the undersigned on 28.06.2024 and it was observed as under –
The industry was not in operation during visit.
2. The industry has installed with cyclone as APCD with the wood fired boiler @ 1 TPH and adequate stack.
3. The industry has also installed ETP plant to treat the trade effluent generated from the processing section consisting of Bar screen - Collection Tank - aeration tank- Clarifier (Tube settler based) - Multimedia filters and sludge drying beds.
4. The ETP was not in operation during visit nor has installed any water meter at outlet of ETP.
5. During visit the ETP was dry and the untreated effluent was found disposed-off onto land for stagnation in the adjoining plantation area.
6. The industry has provided adequate plantation are for disposal of treated effluent.
7. The domestic effluent generated from the labour quarter section is drained into the plantation area after treatment.
8. The industry has stated the manufacturing process of the packaging material and has installed 2 no. bottling machines(blowing). The industry has not applied for EPR registration under PWM Rules, 2016. A lot of waste plastic material was also found disposed in the premises.
9. The industry has installed DG set @ 62.5 KVA without adequate stack height.
The industry was found not complying with the provisions of the Water Act, 1974 and Air Act, 1981.
In view of above if approved the industry may be issued SCN for violation of the provisions of Water Act, 1974 and Air Act, 1981.
