It is submitted that the industry is a small-scale orange category unit. The industry has applied for obtaining fresh consent to operate under Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of FACE SERUM @ 20 Kgs/day, FACE CREAM @ 30 Kgs/day, FACE WASH @ 30 Kgs/day, FACE TONER @ 5 Kgs/day, ALOE VERA GEL @ 10 Kgs/day, FACE SCRUB @ 30 Kgs/day, FACE MASK @ 30 Kgs/day, SUNSCREEN LOTION @ 5 Kgs/day, BODY BUTTER @ 10 Kgs/day, BODY LOTION @ 10 Kgs/day, SHOWER GEL @ 10 Kgs/day, SHAMPOO @ 30 Kgs/day, HAIR SERUM @ 5 Kgs/day, HAIR WAX @ 10 Kgs/day, HAIR CONDITIONER @ 20 Kgs/day, HAIR OIL @ 6.67 Kgs/day, HAIR MASK @ 10 Kgs/day along with requisite documents and fee.
The industry has deposited Rs. 18,500/- vide R. No. 310943623 dated 29.06.2024 under Water Act, 1974 including application form fee and Rs. 18,500/-vide R. No. 739839862 dated 29.06.2024 under Air Act, 1981 including application form fee, against the total cost of fixed assets is Rs. 51.86 lacs as on 14.06.2024. The consent fee deposited by the industry is adequate upto 30.09.2028 under both acts after adjusting NOC regularization fee.
The industry has submitted copy of sale deed issued on dated 13.09.2023 between Sh. Manish Arora (First Party) and Sh. Satnam Singh (Second Party) for area of land 19.0 Biswa 2.0 Biswasi.
The industry has submitted copy of GST Certificate vide registration no. 03AABCY6369A1ZY issued on dated 20.06.2024.
The site of the industry falls in FEZ zone and there is no residential area, Village phirni/lal lakir within the 100 mtr boundary of the unit.
As such, the site is suitable for operation of the industry.
The industry was visited by AEE this office on 01.07.2024 and it was observed as under:
1) The industry was not in operation during the visit. However, the necessary machinery has been installed and as per the representative the industry shall be operated after obtaining consent to operate from the Board.
2) The industry has submitted manufacturing process, which is as under: -
Start—Raw Material Procurement—Incoming Raw Material Quality Check—Formulation Development—Ingredient Weighing and Mixing—Batch Production—Quality Control Testing—Adjustments and Reprocessing (if necessary)—Filling and Packaging—Final Quality Inspection—Labeling—Storage—Distribution—End.
3) The effluent generated from the washing section is evaporated in electric evaporator installed by the industry. There is no generation of trade effluent and domestic effluent is being discharged onto land for plantation after treating in septic tank.
4) The industry has installed one no. DG set of capacity 30 KVA, which is equipped with canopy and stack of adequate height. There is no other source of air pollution.
5) The industry has submitted approved site plan prepared by Er. Sukhjeet Singh Competent Person from Director of Factories, Punjab.
In view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2028 with subject to suitable conditions and special conditions as under:
1. The industry shall operate electric evaporator regularly and shall maintain record regarding operation of the same.
2. The industry shall not carry out any activity in its premise, which can change the category of unit from Orange to Red, without prior permission from PPCB.
3. The industry shall not discharge the effluent into any drain/choe/nallah, in any case.
4. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
5. The industry shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 within one month.
6. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments.
7. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time.
8. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time.
9. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
10. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
11. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
