It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH1/2019/10473787 dated 14/09/2019 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH1/2019/10473747 dated 14/09/2019 both valid upto 30/06/2024 for the manufacturing of Cycle Parts Frame 350 Numbers/Day and Cycle Parts Fork 800 Numbers/Day.
Now, the subject cited industry has applied for obtaining varied consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 107.43 Lacs as on 31/05/2024 as per CA Certificate dated 04/06/2024, which is adequate upto 30/06/2029 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee for increase in the fixed assets.
The industry was visited by undersigned on 01.07.2024 and it was observed as under:
1. The industry was in operation & engaged in the process of manufacturing of cycle parts involving the process of phosphating, brazing, de-brazing and painting.
2. The industry has installed 3 no. paint booths with separate water curtains as APCD followed by 2 no. LPG based baking ovens with adequate stack heights.
3. The industry has also installed 3 no. LDO based brazing furnaces with adequate stack heights.
4. The industry has made an agreement with M/s JBR Technologies Pvt. Ltd., Focal Point, Ludhiana @ 10000 Ltr/month for lifting & treatment of trade effluent generated from its water polluting process.
5. The industry has installed water mater at fresh water supply leading to the process area and its reading during the visit was 121.69 KL.
6. The industry is maintaining record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Tech. Pvt Ltd. The record is attached as PDF file.
7. The industry has installed 2 no. DG sets of capacities 60 and 200 KVA, equipped with canopies and adequate stack heights.
8. The industry is complying with the conditions of consents to operate under the Water Act, 1974 & Air Act, 1981.
In the subject cited case, the industry has mentioned ground water extraction @ 5 KLD. Considering 25 working days per month, ground water extraction will be 125 KL/month, which is less than 300 KL/month.
It is therefore recommended that 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/06/2029 with suitable conditions as per policy of the Board.
