Sir, the industry was granted consent under Water Act, 1974 for six months along-with restoration of electric connection upto that period i.e. upto 05.04.2024. Thereafter, the industry was visited by the officers of the Board on 15.01.2024 to check the compliance of consent conditions as well as to collect effluent samples. The effluent samples were found beyond the limits.
Accordingly, the competent Authority revoked the consent to operate under Water Act, 1974 and direction u/s 33-A of the Water Act, 1974 were confirmed for disconnection of the electric connection vide no. 2273-2276 dated 18.04.2024. Letter was issued to PSPCL authorities for disconnection of electric connection vide this office letter dated 21.05.2024.
RO reported that the industry obtained auto renewed consent under Water Act, 1974 and Air Act, 1981. After disconnection of electric connection the industry was guided to apply for new consent through OCMMS, so that the application can be forwarded to Competent Authority to decide the request of the industry for restoration of electric connection.
Accordingly, the industry has applied new consent to operate under Water (Prevention & Control of Pollution) Act, 1974 along with request for restoration of electric connection.
The industry in its letter has requested that they have overhauled their ETP comprising of UF RO and they have replaced whole media of MGF and ACF along with their strainers and flushed the UF membranes for better efficiency, replaced 9 RO membranes.
To verify the facts, the industry was visited by RO on 28.06.2024 & following observations were made:- 1. The industry was not in operation and electric connection found disconnected. 2. The industry has installed 01 fiber dyeing machine of capacity 500 Kg/batch, 01 hang dyeing machine of capacity 180 KG/batch & 02 hydros. 3. The industry has installed ETP for treatment of its trade effluent @ 27 KLD, comprising of physiochemical-cum-biological followed by UF and RO system. The industry has provided provisions for re-use of treated effluent. The remaining effluent is discharged onto land for plantation after treatment. 4. Domestic effluent @ 01 KLD is also discharged onto land for plantation after septic tank. 5. The industry has developed approx. 11000 Sq. Ft. (1250 Sq. Yd.) land as per Karnal Technology for disposal of treated effluent. 6. The industry has laid a line for carrying steam from wood fired boiler already existing in its sister concern unit M/s Paramount Syntex Pvt. Ltd. adjoining to its premises (which have valid consent under Water Act, 1974 & Air Act, 1981.). 7. The industry has installed 01 D.G. set of capacity 140 KVA with canopy & adequate stack height. 8. The industry has submitted building plan approved from competent authority/person under Factories Act, Punjab. 9. The industry has already submitted copy of DTP letter for the area 3129.5 Sq. Yd. issued by DTP, Ludhiana vide no. 1380 dated 19.06.2017 as per which the industry falls in industrial zone. 10. The industry is complying with the various provisions of Water Act, 1974 & Air Act, 1981. 11. The industry has up-graded its ETP and has submitted the bills in this regard and the detail of up-gradation/replacement of 09 RO membranes is attached in the file.
RO recommended that the 'Consent to Operate' under Water Act, 1974 may be granted to the industry for short term period along with restoration of electric connection for six months i.e. upto 31.12.2024 with suitable conditions as per policy of the Board please and with special condition that the industry shall got its effluent analyzed from Board's lab after 01 month of restoration of electric connection.
In view of the above, it is recommended as under:-
1. The 'Consent to Operate' under Water Act, 1974 may be granted to the industry for six months with suitable conditions and with special condition as proposed by RO.
2. The directions u/s 33-A of the Water Act, 1974 may be issued for restoration of electric connection for six months, please.
