It is intimated that the industry is small scale red category unit. The industry is engaged in casting process. The industry was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH2/2021/15699252 dated 28/05/2021 expired on 30/06/2024 and under Air Act, 1981 vide no. CTOA/Renewal/LDH2/2021/15607359 dated 28/05/2021 expired on 30/06/2024 subject to the certain conditions mentioned therein.
Now, the industry has applied for varied consent to operate under Water Act, 1974 & Air Act, 1981 alongwith requisite documents for increase the capacity of furnace from 85 TPD to 170 TPD. The industry has increased the capacity of the induction furnace from 7.0 TPH to 10 TPH. The industry has submitted in writing that it has already installed APCD for 10 TPH capacity induction furnace. The industry has submitted adequacy cum-completion certificate from EROS Envirotech Private Ltd stating that We refer to the installation of Air Pollution Control Device for Induction Furnace of capacity 10 Ton, Power Rating 4000 KW and volume of 40,000 cmh against the order confirmation no. E-559/2018-19/7376, dated 29.05.2018. We are pleased to inform you that Installation of APCD for Induction Furnace of above rating furnace has been completed. The unit is installed as per our offer documents submitted to you. The specification of the equipment is adequate and efficient to meet the norms and standards of Punjab Pollution Control Board.
As per recent notification of MoEF issued vide no. 2113 dated 7.6.2024, the processes involving melting of non toxic metals using gas or electricity as fuel are exempted from obtaining environmental clearance under EIA notification, 2006. As the capacity of the induction furnace could reach a maximum of 150 TPD X 350 days=52500 MTA, as such, the above unit is exempted from obtaining environmental clearance under EIA notification 2006.
The site of industry was visited by the AEE of this office on 01.07.2024 and it was observed as under :-
1. The industry was not in operation during the visit.
2. The industry has installed one induction furnace of capacity 10 TPH attached with spark arrester followed by bag filter as APCD, same was not in operation during the visit. The components of the APCD were in good operational condition.
3. The air emission sample of Induction furnace of capacity was collected and analyzed by the Board lab on 16.10.2023. As per the analysis report, the concentration of SPM is 27 mg/NM3 against 150 mg/NM3 which is within the permissible limits.
4. The industry has installed 01 D.G set of 250 KVA capacity fitted with canopy & adequate stack height.
5. There is no generation of any kind of trade effluent from the process and only domestic effluent is being discharged into sewer.
6. The industry has submitted production record alongwith electricity consumption of the previous six months and production capacity is less than 2500 Ton/month. The production capacity shall be increased subsequently.
7. The industry is complying with the previous consent conditions granted under Water Act, 1974 & Air Act, 1981.
Keeping in view of above, it is recommended that varied consent to operate under Water Act, 1974 may be granted upto 30.06.2028 with usual & special conditions that :-
1. The industry shall operate its APCD on regularly and efficiently.
2. The industry shall not increase its production capacity more than 60000 TPA at under any circumstances. If increase, the industry will obtain the Environmental Clearance from the Competent Authority before enhancement of its production capacity more than 60000 TPA.
