Sir kindly peruse the note of RO as well as AEE (PBIP). As per report, the project is to be established in MC limit of Jalandhar. Therefore, clause 1 of the office order no. 315 dated 05.07.2018 regarding Policy regarding installation of sewage treatment plants for residential/commercial complexes/construction projects proposed to be established/being established is applicable instead of clause 2. The clause 1 is reproduced as under:
1. If the residential colony/commercial complex/construction project is proposed to be established within the municipal limits of a City/Town of the State and it proposes to discharge its entire sewage into the municipal sewer, then the promoter of the residential colony shall install adequate and appropriate individual sewage treatment plant. The project proponent shall make arrangements to re-use the treated effluent for flushing purposes and/or for watering of green areas in the project premises. Only the surplus treated waste water shall be discharged into the MC sewer.
Therefore, therefore, a condition can be imposed to the project proponent to provide necessary arrangements for max. utilization of treated effluent for flushing purposes in the project and/or for watering of green areas in the project premises and only the surplus remaining treated effluent shall be discharged into MC Sewer.
If approved, action as proposed by AEE (PBIP) regarding issuance of Consent to Establish (NOC) from pollution angle under the provisions of the Water Act, 1974 & the Air Act, 1981 for establishment of affordable residential plotted colony in an area of 5.18 Acres consisting of components as Residential Plots @ 83 Numbers, EWS plots @ 13 Numbers, Commercial Plots @ 34 Numbers, upto 10.06.2025 (one year from date of application filing) subject to the conditions as mentioned in his note with amendment in condition no. 6 as under be taken, please:
6. The project proponent shall provide necessary arrangements for usage of the treated effluent after STP for flushing purpose in accordance with the Board’s office order no. 315 dated 05.07.2018 and the remaining treated effluent shall be used for watering of green areas to be developed within premises and only the surplus treated effluent shall be discharged into MC Sewer in accordance with the permission accorded by the MC authorities.
