File Note: Sir, the industry is a small scale red category unit and was granted consent to operate under the Water Act, 1974 dated 27/12/2023 valid upto 26/06/2024 for the manufacturing of Laber job work Zinc plating @ 3 T/day. Earlier, the industry was issued directions u/s 33-A of Water Act, 1974 for closure of the unit. In compliance to the directions, PSPCL has issued TDCO no. 173/298 dated 06.11.2023. Thereafter, vide letter no. 7568-69 dated 27.12.2023 directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 were issued for restoration of electric connection temporarily for six months i.e. upto 26.06.2024. Now, the industry has applied for obtaining fresh 'consent to operate' under the Water Act, 1974 with requisite documents through OCMMS. Accordingly, the site was visited by RO on 24/06/2024 and reported as under: 1. The industry was not in operation during visit. 2. The industry was engaged in the process of zinc plating & acid pickling. 3. During visit, water meter reading was noted as 1083.6 KL. 4. It has signed an agreement with M/s JBR Technologies, CETP @ 50000 ltr/month for lifting of its trade effluent. 5. It has provided 2 no. storage tanks of size 6’ x 6’ x 10’ each for storage of trade effluent 10000 ltr each to be lifted by CETP. 6. The industry has maintained the record of water meter reading regarding consumption & effluent lifted to M/s JBR Technology Pvt. Ltd., Ludhiana. Record in tabular form is attached as PDF file. 7. No byepass of effluent was observed during visit. 8. The industry has installed environmental data board. In view of the above, it is recommended as under:- 1. The 'Consent to Operate' under Water Act, 1974 may be granted to the industry for six months with suitable conditions. 2. The directions u/s 33-A of the Water Act, 1974 may be issued for restoration of electric connection for six months, please.
