It is intimated that the hotel is a large-scale red category unit. The hotel was earlier granted Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2023/21967128 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2023/21967111 dated 11.10.2023, which were valid for a period upto 30.04.2024.
Now, the hotel has applied for fresh Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as the hotel has newly installed separate ETP of capacity 30 KLD for laundry section in compliance to the decision no. 2 of personal hearing held before Hon'ble Chairman of the Board on 21.07.2023. The hotel has submitted documents such as feasibility report of new ETP, latest CA certificate, compliance report of previous Consents etc. The Project Proponent has deposited Consent to Operate fees as under:
1. Rs. 1,44,000/- vide UTR no. 663510144 dated 30.04.2024 under Water (Prevention & Control of Pollution) Act, 1974.
2. Rs. 1,44,000/- vide UTR no. 562444337 dated 30.04.2024 under Air (Prevention & Control of Pollution) Act, 1981.
The above Consent to Operate fees is adequate upto 30.04.2025
The site of the hotel was visited by AEE of this office on 06.06.2024 and it was observed as under:
1. The hotel has installed new separate ETP of capacity 30 KLD for laundry section with components as Screening > Equalization > Flocculation > Clarification > Filtration by PSF > Adsorption by ACF > Outlet. The hotel has also installed STP for the treatment of the entire domestic effluent.
2. The effluent sample of the both STP and ETP was collected by this office during the visit. As per the analysis report, all the parameters of the STP were within the permissible limits and all the parameters of the ETP are within the permissible limits except for TSS i.e. 78mg/l against the prescribed standard of 50 mg/l. The analysis report is attached.
3. The Project Proponent has also maintained the record of ETP as well as of STP.
4. The Project Proponent has also installed 2 no. D.G. sets of capacities 750 (each) equipped with canopies and adequate stack heights.
5. The Project Proponent has also installed mechanical bio-composter for the processing of organic waste in its premises.
The hotel has failed to comply with the provisions of Water (Prevention and Control of Pollution) Act, 1974 as it is not meeting with the effluent standards for the newly installed ETP. The hotel is also not complying with the Guidelines/Mechanism for Hotels/Motels/Restaurants/etc. notification 2021 issued by the Board w.r.t. the waste water treatment facility only.
In view of above, it is recommended that the Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hotel for a period upto 31.03.2025 with suitable conditions as per the policy of the Board.
