File Note: It is submitted that the project proponent is a bank building. Earlier the project proponent was granted the consent to operate under Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2023/24007668 dated 14.11.2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2023/24007286 dated 14.11.2023, which are valid upto 30.06.2024 for IT Call Centre & Residential Training Centre with suitable conditions. Now the project proponent has applied for renewal of consent to operate under Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board. The project proponent has earlier submitted CA Certificate with the value of fixed assets of Rs. 194 crore . The project proponent has deposited Rs. 2,16,000/- vide UTR/Reference No. UCBAH24157523687 dated 05.06.2024 under Water (Prevention & control of Pollution) Act, 1974 and Rs. 2,16,500/- vide UTR/Reference No. UCBAH24157523732 dated 05.06.2024 under Air (Prevention & control of Pollution) Act, 1981, which is adequate up to 31.07.2025. The project proponent has already obtained EC vide MoEFCC letter no. F.No. 21-266/2017-IA-III dated 23.10.2017 for establishment of call centre & Residential training centre at plot no. I-15, Sector-101-A, IT City, Mohali. The site was visited by the undersigned on 02.07.2024 and it was observed as under: 1. The project proponent has provided IT call centre and training centre of HDFC bank. 2. On the ground floor the project proponent has provided cafeteria of 550 persons having kitchen facility. The project proponent has provided LPG pipeline in the kitchen for cooking purpose. 3. The project proponent has installed ETP of capacity 30 KLD for treatment of kitchen effluent and the treated effluent is being discharged into the STP for further treatment with domestic effluent . 4. The project proponent has installed STP of 165 KLD capacity based on MBR technology and the same was in operation during visit. The outlet of STP has been connected with flushing line, irrigation line and HVAC line. The project proponent has provided separate separate water meter on the treated water lines leading to flushing line, irrigation and HVAC and maintaining the records of the same. 5. The project proponent is getting the fresh water from GMADA. 6. The project proponent has submitted effluent analysis report from NABL accrediated lab dated 06.03.2024 and results are as under:- pH= 7.33, TSS= 25, TDS= 844, BOD= 24, COD= 92, O&G= 05 As per analysis results all the parameters are within the prescribed limits of the Board. 7. The project proponent has developed green belt around the boundary of the project and at entrance and treated effluent is being used for irrigation and dual flushing. Excess water is being discharged into GMADA sewer. 8. The project proponent has provided 2 no. rain water harvesting pits within the project. 9. The project proponent has installed 3 no. DG sets of capacity 1010 KVA x 3 in acoustic room with stack of adequate height. 10. The project proponent has installed organic waste composter of capacity 200 kg/day for in-situ management of bio-degradable solid waste generated from the kitchen, which was in operation. 11. The project proponent has complying with the conditions of the consent to operate under Water (Prevention & control of Pollution) Act, 1974 and (Air Prevention & control of Pollution) Act, 1974 granted to it and complying with the conditions of Environmental clearance. In view of above, it is recommended that the consent to operate under Water (Prevention & control of Pollution) Act, 1974 and under Air (Prevention & control of Pollution) Act, 1981 may be granted till 30.06.2025 with suitable conditions, please. *Competency – Worthy Chairman of the Board.
