Sir, the industry was granted consent to operate under Water Act, 1974 & Air Act, 1981 both valid up to 30.06.2024 for manufacturing of Fuel Oil @ 6000 KG/day by using Old tyre @ 15 TPD, further renewed upto 26.06.2025 under both acts.
The industry has also been granted approval of site clearance for production of pyro oil @ 12 TPD, carbon black @ 11.34 TPD, Steel wire @ 3 TPD and non-condensable gases @ 2.7 TPD by using scrap tyre @ 30 TPD as raw material by installing 4 nos. reactors of capacity 7.5 Tonn/batch each vide letter no. LC-F-SA/23/2023-FACTORY/751485/2024 dated 01.01.2024.
Now, the industry was applied obtaining 'Consent to Establish'(NOC) for expansion for setting up of 2 nos. reactors of 7.5 Ton/batch, as the industry is having existing reactors of capacity 7.5 Ton/batch for production of Fuel Oil @ 12 TPD (6 TPD existing + 6 TPD proposed) & by product i.e. Carbon @ 11.34TPD (2200 kg existing + 9140 kg proposed).
The industry was visited by RO on 28.06.2024 & it was reported as under: 1. The industry was not in operation during visit. 2. The industry has installed 02 rotary furnaces of capacity 7.5 TPD each with common wet scrubber along with adequate stack height as APCD. The industry was in the process of installation of 02 rotary furnaces of capacity 7.5 TPD each, for which present application has been filed. 3. The industry has proposed to install wet scrubber as APCD with both the proposed furnaces along with stack of adequate height and proper sampling arrangements. 4. The industry has provided the separate stack of height around 100' with lighter arrangement to burn the excess flue gases and partial reused in the burner of the existing rector. 5. The industry has got conducted the health checkup of its worker. 6. The industry has submitted that it purchase the tyre scrap only within Punjab. 7. The industry is complying with code of practices and SOPs for such type of units. 8. As per master plan, Ludhiana site falls in designated Industrial Zone. 9. The industry has installed 02 D.G. sets of capacity 63 KVA & 32 KVA with canopies & adequate stack height. 10. The site is suitable for such type of expansions as per letter issued by Director of Factories.
RO further reported that the industry has got carrying capacity studied and the report of the same is attached here with. The same report was submitted by the project proponent to the site appraisal committee, which has approved the site for proposed expansion. Further, as per report submitted by the industry inlight of Board's office order no. 92 dated 03.02.2023, the existing site can be granted expansion.
The industry has also been granted approval of site clearance for installing 4 nos. reactors of capacity 7.5 Tonn/batch. The industry is having existing 02 reactors of capacity 7.5 Ton/batch and now applied for obtaining 'Consent to Establish'(NOC) for expansion for setting up of 2 nos. reactors of 7.5 Ton/batch.
In view of above, it is recommended that 'Consent to Establish'(NOC) for expansion under Air (Prevention & control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 for setting up of 2 nos. reactors of 7.5 Ton/batch, as the industry is having existing reactors of capacity 7.5 Ton/batch for production of Fuel Oil @ 12 TPD (6 TPD existing + 6 TPD proposed) & by product i.e. Carbon @ 11.34TPD (2200 kg existing + 9140 kg proposed) may be granted to the industry upto 30.06.2025 with suitable terms and conditions, as per policy of the Board, please.
