It is submitted that the project proponent was granted Consent to Establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2023/21923091 dated 26.05.2023, valid upto 25.05.2024 for business of Engineering goods for Railways/Automobiles @ 62500.0 Number/Year by using Metal Parts @ 89460.0 Number/Year, Rubber Parts @ 54000.0 Number/Year & Electronics & Electrical Items 122400.0 Number/Year as raw material with certain conditions.
Now, the project proponent has applied fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for business of Engineering goods for Railways/Automobiles @ 62500.0 Number/Year by using Metal Parts @ 89460.0 Number/Year, Rubber Parts @ 54000.0 Number/Year & Electronics & Electrical Items 122400.0 Number/Year along with requisite documents.
The project proponent has deposited Rs. 1,08,000/- vide R no. 996764289 dated 24.05.2024 under Water (Prevention and Control of Pollution), 1974 and Rs. 1,08,500/- vide R no. 692286582 dated 24.05.2024 under Air (Prevention and Control of Pollution), 1981 against the cost of the fixed assets of Rs. 22.32 Cr. The consent fee under the Water Act, 1974 and Air Act, 1981 are adequate till 31.03.2029.
The project proponent has submitted re-numbering of industrial plot issued by the PSIEC authority vide letter no. 37177 dated 10/03/2022, wherein it has mentioned that industrial plot no. A-29 & A-29 (A)(B) into renumbered as A-29, Phase-7, Mohali.
The project proponent has submitted its partnership deed executed on 31/03/2008 between Sh. Kushil Tayal s/o Sh. Radhey Sham Tayal as 1st party and Sh. Meenu Tayal D/o Sh. Luxman Goyal as 2nd party.
The project proponent has submitted approved building plan signed by the competent person approved under Factory Act, 1948.
The project proponent has submitted compliance report of the Consent to establish granted to it.
The site of the project was visited by AEE of this office on 02.07.2024. During visit, it was observed that:
1. The site is situated in industrial area, Phase-7 opposite M/s Allena Industries.
2. The project proponent was engaged in business of Engineering goods for Railways/Automobiles.
3. The project proponent has completed structure work of industrial shed at the site.
4. The project proponent has installed 1 no. Assembly machine, 1 no. Balancing machine, 1 no. CMM machine 9 no. hydraulic press, 1 no. baking over etc. in its premises.
5. The project proponent has installed 1 no. DG set of capacity 125 KVA with canopy and adequate stack height.
6. The project site is a green category unit and is situated in industrial area of phase 7, SAS Nagar.
It is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2028 with suitable and additional conditions as under:
1. The industry will stick to the production capacity mentioned in this consent and will not increase the same without prior written permission of the Board.
2. The industry shall not discharge wastewater in illegal manner at any time.
3. The industry shall not start any other new process within its unit which may change its category from Green to Orange/ Red, without the prior written permission of the Board.
4. The industry shall obtain permission from other concern departments, if need be.
