It is intimated that, the industry is a small scale red category dyeing unit and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2020/13683205 dated 22.10.2020 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2023/22946045 dated 21.08.2023 for dyeing of acrylic Yarn/ fancy yarn @ 2000 Kg/day by operating unit in single shift with discharge of trade effluent @ 150 KLD onto land for plantation and domestic effluent @ 1.0 KLD onto land for plantation after treatment through septic tank, which was expired on 31.05.2024 under Water (Prevention & Control of Pollution) Act, 1974 and valid upto 20.08.2024 under Air (Prevention & Control of Pollution) Act, 1981.
Now, the industry has applied for varied consent to operate under the Water Act, 1974 & Air Act, 1981 for dyeing of acrylic Yarn/ fancy yarn @ 3000 Kg/day in 02 shifts with discharge of trade effluent @ 220 KLD onto land for plantation in an area of 3.3 acres after ETP and domestic effluent @ 1.0 KLD onto land for plantation after treatment through septic tank. The industry has deposit Rs. 54,000/- vide R. No. 109814041 dated 28.05.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 54,000/- vide UTR no. 060628117616221 dated 06.06.2023 under Air Act, 1981 & Rs. 13,000/- vide R. no. 738852524 dated 28.05.2024 under Rs. 10,800/- under Air (Prevention & Control of Pollution) Act, 1981 & Rs. 2200/- as NOC fee, which are adequate upto 30.06.2029.
The industry has submitted the certificate of DTP letter vide no. 1743/DTP(L)-M2A dated 20.06.2019, which is stating that the unit is falls in the industrial Zone as per approved Master Plan, Ludhiana.
The industry has now increase its production capacity by increasing 01 shift as earlier the industry was operating only in single shift of 12 hrs and now industry has proposed to operate in 02 shifts of 12 hrs each.
The industry has not added any wet machinery alongwith the existing machinery but it has added plantation area to manage quantum of increased discharge.
The industry has submitted copies of land documents of entire area including plantation area.
The industry has submitted the detail of the installed machinery alongwith calculation of discharge.
The industry has submitted plan showing processing shed as well as plantation area alongwith the application.
The industry was visited by officer of this office on 05.06.2024 and observed that:-
1. The industry was in operation and engaged in the process of dyeing of yarn.
2. The industry has installed 12 cabinet machines of capacity 90 kgX1, 60 kgX4, 45kgX3 and 30 Kgx4 inside the premises for the dyeing of yarn.
3. The industry has installed phyico-chemical followed by bio-logical treatment based ETP for treatment of effluent generated from their process. The industry has also installed electromagnetic flow meter and online monitoring devices at final outlet of ETP. The industry is maintaining the record regarding operation of the ETP.
4. During visit effluent samples were collected from the outlet of the ETP. As per analysis report, the concentration of various parameters outlet are pH= 7.4, TSS =30 mg/l, TDS = 798 mg/l, COD = 156 mg/l, BOD =29 mg/l, O&G = BDL mg/l, Sulphide = 3.2, Phenolic Compound = BDL, Ammonical Nitrogen = 5.0, Total Chromium= BDL & Sodium Absorption Ratio= 5.0, As per the report the results of all parameters were found within the limits prescribed by the Board except 01 i.e. Sulphide, which was found marginally beyond the prescribed limit i.e. 3.2 against the limit of 2.0
5. The industry is discharging treated trade effluent onto land for plantation at area of about 3.0 acres, which is adequate to manage the quantum of discharge. Plantation area was well maintained as per the karnal technology.
6. The industry has installed one no. boiler of 3.0 TPH and provided cyclone separator as APCD. The industry is using rice husk as fuel and also provided adequate stack height with the boiler. The stack was almost clear and no black smoke was observed for the industry during visit.
7. During visit, air emission sampling of the industry was carried out and as per the analysis report received from the zonal lab, concentration of SPM was found 267 mg/Nm3 against the limit of 500mg/ Nm3, hence same was found within the limits prescribed by the Board.
8. The industry has also installed one DG set of 180 KVA with canopy and adequate stack height.
9. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is therefore recommended that:-
1. Varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for dyeing of acrylic Yarn/ fancy yarn @ 3000 Kg/day in 02 shifts may be granted to the industry upto 30.06.2029 with the suitable conditions.
2. An advisory may be issued to the industry to operate its ETP effectively and efficiently in future so as to achieve all the parameters prescribed by the Board.
