A) The industry is a red category dyeing unit. The industry was granted ‘Consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH3/2021/16087907 dated 30.07.2021 valid upto 23.07.2022 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2021/16087908 dated 01.08.2021 for dyeing of fabrics @ 1 TPD alongwith discharge of trade effluent @ 100 KLD into sewer after treatment through ETP & domestic effluent @ 0.8 KLD into sewer, expired on 31.12.2023.
B) Thereafter, the industry had applied for Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 & the Air (Prevention & Control of Pollution) Act, 1981, which were refused vide no. CTOW/Varied/LDH3/2023/22825916 & CTOA/Varied/LDH3/2023/22825926 both dated 06.10.2023 respectively due to non-submission of DEMAT certificate.
C) Now, the industry has again applied for Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 & the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Dyeing and Finishing of Polyester Fabric @ 16 TPD & Or Dyeing and Finishing of Cotton/Polyester-Cotton (PC) @ 6.4 TPD alonwith discharge of trade effluent @ 457 KLD & domestic effluent @ 1 KLD into conveyance system of CETP 50 MLD alongwith one FBC boiler of capacity 02 TPH & one standby thermopac @ 1500 U capacity.
D) The industry has deposited consent fee Rs. 64,800/- vide online receipt No. 920877469 dated 20.06.2024 & Rs. 32,400/- vide online receipt no. 565962876 dated 02.07.2024 under Water Act, 1974 and Rs. 86,400/- (Rs. 64800/- Air Act, 1981 + Rs. 21600/- NOC regularization fee) vide online receipt No. 549858640 dated 20.06.2024 & Rs. 32,400/- vide online receipt no. 890568093 dated 02.07.2024 under Air Act, 1981, which is adequate upto 31.08.2029 after deducting Rs. 10,800/- as penalty under both Acts.
The industry was visited by AEE of this office on 28.06.2024 & it was observed that:-
1. The industry was in operation and was engaged in the process of dyeing of fabric.
2. The industry has installed total 10 soft flow machines (400 kg X 3 & 300 kg X 7) having total 23 chambers in its premises. As per GNE calculations, estimated discharge of the industry will be 460 KLD. Calculations are attached as Annexure –A.
3. The industry has installed one FBC boiler of capacity 2 TPH and one standby thermopac of capacity of 1500 U. Rice husk/ agro waste is used as fuel in the boiler and thermopac. Cyclone separators have been provided as APCDs separately with boiler and thermopac.
4. The industry has installed EMF at ground water extraction point and has started maintaining data.
5. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. Data attached as Annexure –B.
6. The industry has earmarked location of submersible pump on map.
7. The industry has submitted detail of machinery, authenticated data regarding liquor ratio, number of lots, water consumption per lot. Annexure -C
8. The industry has submitted certificate from Company Secretaries regarding share allotment. The industry has been allotted 458 shares. Annexure -D
9. The industry has submitted SCADA data and the industry is discharging within its share allotment.
10. The industry has submitted permission obtained by it from PDA regarding discharging 458 KLD effluent into its sewer line. Annexure -E
11. The industry has submitted agreement made with Sh. Jora Singh S/o Sh. Gian Singh regarding fly ash disposal. Annexure -F
12. The industry has installed 02 DG sets of capacity 250 KVA & 625 KVA with canopies.
13. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade and domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP.
Keeping the above in view, it is recommended that:
B. Varied ‘Consent to Operate’ under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for period upto 30.06.2029 for Dyeing and Finishing of Polyester Fabric @ 16 TPD & Or Dyeing and Finishing of Cotton/Polyester-Cotton (PC) @ 6.4 TPD alongwith one FBC boiler of 02 TPH & one standby thermopac @ 1500 U capacity and two DG sets of 250 KVA & 625 KVA subject to suitable conditions.
