File Note: It is submitted that the industry was granted Consent to Establish/ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/PTA/2023/23186883 dated 24/08/2023, valid upto 23/08/2024 for manufacturing of Raw rice @ 2.0 TPH by using paddy @ 3.0 TPH as raw material with drier having capacity of 32 Ton/batch and for the discharge of domestic effluent 1.5 KLD, onto land for plantation after treated in septic tank. Now, the industry has applied for revised Consent to Establish/(NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act,1981 due to change in partnership deed of the firm. The industry has submitted new partnership deed and has submitted that the rest of the particulars such as land, building, production proposal, proposed APCDs etc. shall remain same. As per the submission made by the industry, it is submitted that there is change in the partnership of the firm and Sh. Gurmeet Bharthi S/o Sh. Gurmail Bharthi, who was the authorized signatory of the firm, retired from the partnership of the firm on dated 02.02.2024. Now, w.e.f. 02.02.2024, there are 6 nos, partners in the firm namely Sh. Pramod Bajaj son of Shri Harish Kumar, Sh. Harish Kumar S/o Shri Om Parkash & Sh. Mohan Lal S/o Shri Om Parkash (Hereinafter called as the Continuing Partners of the First, Second, & Third Partner respectively) and Sh. Pankaj Kumar S/o Shri Rattan Lal, Sh. Raj Kumar S/o Sh. Nebh Raj & Sh. Rakesh Kumar S/o Sh. Nebh Raj (Hereinafter called as the Incoming Partner of the Fourth, Fifth and Sixth Partner). The industry had deposited revised NOC fee of Rs. 10800/- vide UTR. No. SBIN524178357071 dated 26.06.2024 against the total proposed project cost of Rs. 253.63 lacs as per the project report and Plant and Machinery of Rs. 115 lacs, which is adequate for one year. Accordingly, the site was visited by the undersigned on 02.07.2024. During visit, it was observed that: 1. The proposed site of the industry falls in the revenue estate of Viii. Rampur, Sub Tehsil Ghanour, Teh. Rajpura, Distt. Patiala. 2. The industry has completed the construction of boundary wall around the premises. 3. The industry is in process of providing civil structure for machinery room and office premises. However, no plant and machinery has been procured at the site. As per the earlier report of the DTP and Tehsildar site of the rice sheller unit was found complying with the siting guidelines framed by Govt. of Punjab for rice shellers vide notification no. 10/48/2004-STE (4) /932 dated 15/10/2013. In view of above mentioned facts and submission made by the industry, it is recommended that the revised consent to establish (NOC) under the new name of the partners may be granted for one year for setting up of rice sheller for manufacturing of Rice (Dry) @ 2.0 TPH by using paddy @ 3.0 TPH as raw material with drier having capacity of 32 MT and for the discharge of domestic effluent 1.5 KLD onto land for plantation after treated in septic tank under orange category with suitable conditions as per the original NOC.
