The industry is a small-scale orange category unit and is engaged in servicing and washing of cars. The service station was earlier granted Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 in the name and style of M/s PPS Motors Private Limited, which was valid upto 05.01.2027. The same has been permanently closed and the service station is currently operating with name and style of M/s Dada Motors Private Limited.
Now, the service station has applied for fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for 25 number of vehicles service/washed and D.G. Set of capacity 60 KVA in the name and style of M/s DADA MOTORS PRIVATE LIMITED, Opposite Lovely Auto Maruti Showroom, Main Ferozepur Road, Avtar Nagar, Threekay Village, Ludhiana.
The service station has deposited fee amounting Rs. 25200/- vide R.no. 954043842 dated 26.06.2024 and Rs. 6300/- vide R.no. 155682294 dated 03.07.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 16800/- vide R.no. 771809818 dated 26.06.2024 and Rs. 6300/- vide R.no. 230601656 dated 03.07.2024 under Air (Prevention & Control of Pollution) Act, 1981, against the fixed asset of Rs. 158.44 lac as per the C.A. certificate, which is adequate up to 30.09.2026 (after deducting penalty and NOC fee).
To verify the content of the application the service station was visited by this office on 02.07.2024 and it was observed as under: -
1. The service station was not in operation during visit.
2. The service station has installed ETP for the treatment of trade effluent generated from washing section and treated effluent is discharged onto land for plantation. During visit, ETP was not in operation as the service station was not in operation. The domestic effluent generated from the service station is discharged onto land for plantation after treatment through septic tank.
3. The service station has provided one paint booth with filters as APCD. The paint booth was not in operation during visit.
4. The service station has installed one no. D.G. Set of capacity 60 KVA with canopy and adequate stack height.
5. The service station has submitted DTP certificate of the workshop site stated as under:-
“ਇਹ ਸਾਇਟ ਵਿੱਚ ਵਰਕਸ਼ਾਪ ਜੁਲਾਈ 2007 ਤੋਂ ਪਹਿਲਾ ਦੀ ਚੱਲ ਰਹੀ ਹੈ। ਸਰਕਾਰ ਦੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ. 34-Leg./2016 ਮਿਤੀ 21.10.2016 ਅਨੁਸਾਰ ਸਾਈਟ ਵਿੱਚ ਵਰਕਸ਼ਾਪ ਨੂੰ 15 ਸਾਲ ਭਾਵ ਸਤੰਬਰ 2023 ਤੱਕ ਚਾਲੂ ਰੱਖਣ ਵਿੱਚ ਇਸ ਦਫਤਰ ਨੂੰ ਕੋਈ ਇਤਰਾਜ ਨਹੀਂ ਹੈ।“
Further as per DTP certificate the workshop falls under the Residential Zone as per Master Plan of Ludhiana (2007-31).
6. The service station has also submitted lease deed as proof of date of commissioning i.e. 28.02.2024.
7. Now, the comparison of the current application of the service station with the last approved application of M/s PPS Motors Private Limited is in tabulated form (attached).
From the above facts it is clear that the service station has submitted application and has not increase its pollution load as well as production capacity from the previous granted consents to M/s PPS Motors Private Limited.
It is pertinent to mention here that the service station falls in residential zone as per Master Plan of Ludhiana. The Department of Housing and Urban Development vide its notification no. 08/05/2023-441/2208 dated 06.10.2023 has allowed the existing industries lying in residential zone (within & outside MC) of Master Plan, Ludhiana for further 03 years i.e. from 11.09.2023 to 10.09.2026.
Now, the service station is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Keeping in view of above it is recommended as under: -
1. Auto renewal consent to operate under Water Act, 1974 and Air Act, 1981 obtained by the M/s PPS Motors Private Limited shall be revoked.
2. Fresh consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry upto 10.09.2026 with suitable conditions that:-
1. The service station gets its effluent sample analysed from the Board lab within one month.
2. The service station shall comply with the conditions mentioned in notification no. 08/05/2023-441/2208 dated 06.10.2023 of Department of Housing and Urban Development.
