It is intimated the industry is a small scale red category dyeing unit and was earlier granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/LDH3/2022/20106403 dated 26.10.2022 for Dyeing of Acrylic Yarn/Polyester Cloth @ 3000 Kgs/day with disposal of trade effluent @ 397.5 KLD and domestic effluent @ 1.5 KLD into CETP-50 MLD, which were expired on 25.01.2023.
Earlier, the industry was issued notice u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 with an opportunity of personal hearing before the CEE, Ludhiana on 19.12.2023 due to not submitting necessary documents/ DEMAT status of shares as required for obtaining consent to operate of the Board. Meanwhile the industry had applied for obtaining varied consent to operate of the Board on 16.12.2023. During the hearing Competent Authority has decided that Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry and process the consent application on merits, accordingly. The consent applications applied by the industry were refused on 28.03.2024 as the industry had added additional dyeing machinery without obtaining prior permission from the Board
Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for Dyeing of Acrylic Yarn/Polyester Cloth @ 3000 Kgs/day with disposal of trade effluent @ 397.0 KLD and domestic effluent @ 1.5 KLD into CETP-50 MLD. The industry has deposited Rs. 10,800/- vide UTR. No. N004232274998339 dated 04.01.2023 under Water Act, 1974 and Rs. 21,800/- vide UTR. No. N178243112825072 dated 26.06.2024 under Water Act, 1974, which is adequate upto 30.09.2026.
A) The industry has submitted the area classification certificate from the DTP, Ludhiana vide no. 279/DTP-(L)/M2A dated 21.01.2004 stating that the site is situated in the small scale Industrial Land Use Zone.
B) The industry has submitted certificate issued by PDA stating that the industry is a member of PDA and it is allowed to discharge 399 KL/Per Day effluent in to 50 MLD CETP Plant. The industry has also submitted certificate from Company Secretaries stating that 399 shares have been DEMAT.
C) The industry has earmarked the location of its submersible pumps on map.
D) The industry has submitted the detail regarding capacity of machines, number of lots, number of baths, liquor ratio, production and corresponding effluent generation.
The industry was visited by the AEE of this office on 03.07.2024 and observed that:-
1. The industry was in operation during visit.
2. The industry has installed 08 soft flow machines having total 17 chambers and 02 cabinet machines of capacity 120 KG X 2 inside the premises.
3. As per record file, earlier 07 soft flow machines of total 15 chambers and 03 cabinet machines of capacity (120 kgX2) and (60 Kgx1) were installed in the industry and out of these machines, 01 cabinet machine of capacity 60 kg was sealed to restrict the discharge as per the consent. But now industry has removed sealed cabinet machine of capacity 60 kg from the premises and added one soft flow machine of 02 chambers of its own without intimating the Board.
4. As per study carried out by Guru Nanak Dev Engineering College (GNE) the estimate generation of effluent from 17 chambers of soft flow machines is 340 KLD considering generation of 20 KLD from 01 chamber and generation from 02 cabinet machines of capacity 120 Kg each is 96 KLD considering generation of 48 KLD from 01 machine. Hence the total generation of effluent shall remain about 436 KLD, which is more than the quantum of shares obtained by the industry i.e. 399 KLD. Hence there is gap of about 37 KLD.
5. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade & domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP.
In view of above, it is recommended that:
1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be renewed for the period of one year with the special conditions that :-
• The industry shall submit latest area classification certificate from the Competent Authority as per the provisions of Master Plan, Ludhiana(2007-2031) as the area classification certificate submitted by the industry is prior to the notification of Master Plan, Ludhiana.
• The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.
• The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.
• The industry shall maintain the record of flow meter installed at outlet leading to CETP.
• The industry shall not generate/discharge trade & domestic effluent more than 399 KLD without obtaining prior permission of the Board.
2. Directions be issued u/s 33-A of the Water Act, 1974 to seal newly added 01 soft flow machine (02 chambers) to eliminate the gap of 37 KLD surplus effluent as adjudged on the basis of audit carried out by GNE.
