It is submitted that the industry is a new identified Small Scale/Red Category unit.
Now, the industry has applied fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of cycle parts @ 500 No./Day using MS Pipe @ 2500 Kgs/day, phorsphate @ 5 Kgs/day, liquid paint @ 20 Kgs/day and caustic @ 5 Kgs/day as raw material alongwith requisite document and fee.
The site of the industry was visited by the AEE of this office on 03.07.2024 and it was observed as under:-
1. The industry was in operation during visit.
2. The industry is engaged in the manufacturing of bicycle frame.
3. The manufacturing process involves: MS pipe Cutting Welding Grinding Phosphating Paint(if Required) Ready Packing Dispatch.
4. The industry has made an agreement with M/s JBR Technology Pvt. Ltd., CETP, Focal Point, Phase-VIII, Ludhiana on 02.03.2024 @ 4000 Ltr/M.
5. It has installed the water meter in its process area and reading of the same was 13.19 KL during visit.
6. The industry is maintaining the record of water consumption in process area and lifted to JBR Technologies Pvt. Ltd., Ludhiana. As per record maintained by the industry for the period 01.04.2024 to 03.07.2024, the o/B of effluent as on 01.04.2024 was @ 2840 lts. it has consumed 9350 lts of fresh water in process area. Hence, the quantity of effluent comes out = 12,190 lts. The trade effluent @ 8500 has been lifted by M/S J.B.R. Technologies Pvt. Ltd., during the said period and about 3050 lts of effluent was lying stored in effluent storage tank, which was in synchronization with water consumed considering the evaporation losses.
7. It has provided septic tank to treat the domestic effluent and same is discharged onto land for plantation at the backside of the industry.
8. It has installed 02 no. Paint booths with water curtain as APCD and 1 No. LPG Fired Baking oven with automatic conveyer system.
9. The industry has installed the D.G. Set of 125 KVA with canopy and adequate stack height.
10. The industry has submitted the Copy of CLU issued by STP Ludhiana vide his office letter no. 980 STP(L)/TW12A dated 20.03.2018 vide which the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-31).
11. As per CA certificate submitted by the industry the value of total fixed assets is Rs. 145.12 Lacs as on 07.03.2024. Further the land and building of the industry is on rent.
12. As per electricity bill the Date of Commissioning of the industry is 06.12.2018.
13. The industry has deposited fee Rs. 185000/- R.No. 545027021 dated 03.06.2024 (Rs. 10800/- Water Consent fee + Rs. 500/- Application fee + Rs. 173700/- Water Consent fee) and Rs. 173700/- vide R No. 850690325 dated 03.06.2024 (Air Consent Fee).
14. The consent fee deposited by the industry is adequate upto 31.12.2028.
Keeping in view of the above, it is recommended that consent to operate under Water (Prevention and Control of Pollution) Act, 1974 may be granted upto 31.12.2028 to the industry.
