File Note: A) The industry is a red category dyeing unit. The industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH3/2023/23090256 dated 19.09.2023 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2023/23090481 dated 14.09.2023, both valid upto 31.03.2024 for Dyeing and Finishing of Polyester Fabric @ 5.07 TPD, Or Dyeing and Finishing of PC Cotton Fabrics @ 2.03 TPD with discharge of trade effluent @ 142.55 KLD & domestic effluent @ 0.45 KLD into conveyance system of CETP 50 MLD alongwith one FBC boiler of 03 TPH & one DG set of 180 KVA capacity with conditions mentioned therein. Directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 was issued to restore the electricity connection of the industry upto 31.03.2024. B) Thereafter, the industry had applied for varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 & the Air (Prevention & Control of Pollution) Act, 1981, which were returned due to incompletion of documents. C) Now, the industry has again applied for varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 & the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Dyeing and Finishing of Polyester Fabric @ 7970 Kgs/day, Or Dyeing and Finishing of PC Cotton Fabrics @ 3190 Kgs/day with discharge of trade effluent @ 203.8 KLD & domestic effluent @ 0.45 KLD into conveyance system of CETP 50 MLD alongwith one FBC boiler of 03 TPH & one DG set of 250 KVA capacity with request to restore the electricity supply of the industry. D) The industry has deposited consent fee Rs. 73,440/- (Rs. 72000/- Water + Rs. 1440/- penalty) vide online receipt No. 462400853 dated 02.05.2024 under Water Act, 1974 and Rs. 73,440/- (Rs. 72000/- Air + Rs. 1440/- penalty) vide online receipt No. 959527080 dated 02.05.2024 under Air Act, 1981, which is adequate upto 31.03.2029 under both Acts. The industry was visited by AEE of this office on 28.06.2024 & it was observed that:- 1. The industry was in operation and was engaged in the process of dyeing & finishing of polyester fabric. 2. The industry has installed total 05 soft flow machines (400 kg X 1 & 300 kg X 4) having total 11 chambers. As per GNE Calculations, discharge of the industry will be 11 x 20 = 220 KLD. 3. The industry has installed 01 FBC boiler of capacity 03 TPH with cyclone as APCD along with adequate stack height. The industry has using rice husk/agro waste as fuel in its boiler. 4. The industry has installed EMF at ground water extraction point and has started maintaining data. 5. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. 6. The industry has earmarked location of submersible pump on map. 7. The industry has submitted detail of machinery, authenticated data regarding liquor ratio, number of lots, water consumption per lot. 8. The industry has submitted certificate from Company Secretaries regarding share allotment. The industry has been allotted 204.250 shares. 9. The industry has submitted SCADA data and the industry is discharging within its share allotment. 10. The industry has submitted permission obtained by it from PDA regarding discharging 204.250 KLD effluent into its sewer line. 11. The industry has submitted agreement made with Sh. Raj Kapoor Thakur S/o Sh. Tulsi Thakur regarding fly ash disposal. 12. The industry has installed 01 DG set of capacity 250 KVA with canopy and adequate height. 13. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade and domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP. Keeping the above in view, it is recommended that: C. Varied ‘Consent to Operate’ under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for six months for Dyeing and Finishing of Polyester Fabric @ 5.07 TPD, Or Dyeing and Finishing of PC Cotton Fabrics @ 2.03 TPD with discharge of trade effluent @ 142.55 KLD & domestic effluent @ 0.45 KLD into conveyance system of CETP 50 MLD alongwith one FBC boiler of 03 TPH & one DG set of 180 KVA subject to suitable conditions. D. Directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 may be issued to the PSPCL authorities to restore the electricity connection of the industry for six months, please.
