It is submitted that, earlier the industry was granted consent to establish (CTE) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/TRT/2023/22384166 dated 21/06/2023, which are valid up to 20/06/2024 for production of Raw Rice with Drier @ 03 TPH with suitable terms and conditions.
Now the industry has applied fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of Raw Rice with drier @ 03 TPH along with Compliance of the previous NOC granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Detail of the case are as under: -
1. The industry has submitted CA Certificate having gross value of fixed assets of Rs. 302.11 lakhs as on 30/03/2024. Accordingly, it has deposited Rs. 54000/- vide UTR No. N180243116938205 dated 28.06.2024 as consent under Water Act, 1974, Rs. 500/- vide UTR No. N180243116940208 dated 28.06.2024 as application form fee and Rs. 54000/- vide UTR No. N180243116924751 dated 28.06.2024 as consent fee under Air Act, 1981, as to make the fee adequate up to 30/09/2029 under both Acts.
2. The industry has submitted copy of certificate of in principle approval (Form-ii) issued under the Punjab Right to Business Act, 2000 from Buraue of Invest Punjab vide no. 1471 dated 03.08.2023, vide which the industry has exempted to obtained Sanction of Building Plan, Issuance of completion/occupation certificate for buildings, Registration of Trade License and application for fire no objection certificate.
3. The industry has submitted partnership deed dated 06 May 2023 Deepak Kumar, Sayyam Dhall , Sharanjit Sharma and Gurjant Singh of the current partner of the firm.
The industry was visited by officers of this office on 03/07/2024 and observed as under: -
1. The industry is a Raw Rice shelling unit and was in operation during visit.
2. The industry has installed shelling section 01 no., 02 no. de-husker, 04 no. polisher, 01 no. dryer, 01 no. petti, 02 no. paddy pre-cleaner and sortex machine 01 no.
3. The industry has provided one no. cyclone with paddy cleaners and one no. cyclone with shelling section as an APCD with adequate sampling arrangement and stack height of 10 ft above roof level.
4. The approach road to the sheller is premix carpeted and the vehicular movement area and loading / unloading area is stabilized with bricks etc.
5. The industry has provided a rice husk storage area covered with wall.
6. The industry has provided a circular pipe for the discharge of rice husk at the height of approx. 10 ft above the ground level.
In view of above, it is therefore recommended that fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2029 for production of Raw Rice with drier @ 03 TPH with suitable terms and condition and special condition that:
1. The industry shall analyze its air emission samples from the Board Lab in upcoming season.
2. The industry shall get building plan approved under Factory Act, 1948 after completion of exemption period granted under the Punjab Right to Business Act, 2000.
