The industry is a small scale red category dyeing unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/LDH3/2022/19811291 dated 09.11.2022 and under the Air Act, 1981 vide no. CTOA/Fresh/LDH3/2022/19618370 dated 09.11.2022 for dyeing of polyester fabrics @ 7200 Kgs/day and dyeing of yarn @ 2700 Kgs/day with discharge of Trade effluent @ 298 KLD and domestic effluent @ 2.0 KLD into CETP-50 MLD, which were expired on 08.02.2023 & 30.09.2023.……………………………………
Earlier, the industry was visited by officer of this office on 04.02.2024 to verify the complaint received from the team of Hon'ble Member Parliament, Sh. Balbir Singh Seechewal regarding problem of black smoke emission by the industry. During visit it was observed that the industry was in operation. The industry has installed one boiler of capacity 08 TPH with cyclone and FBC as APCD. During visit industry was found using vapsi unauthorized fuel in the furnace of boiler. The industry was found violating the provisions of Water Act, 1974 and Air Act, 1981 without valid consent to operate.…………………………………….
Accordingly, notice u/s 33-A of the Water Act, 1974 & 31-A of the Air Act, 1981 was issued to the industry with personal hearing given before the Chief Environmental Engineer, Ludhiana on 28.02.2024. After hearing Competent Authority of the Board was decided as under:.……………………………………
1. The industry shall apply, within 7days, for obtaining Consent to Operate of the Board under the Air (Prevention & Control of Pollution) Act, 1981.
2. The industry shall not burn loose agro waste in its boiler without getting its APCD assessed for its adequacy from an institute of technical repute.
3. The industry shall submit, within 07 days, a Bank Guarantee of Rs. 25,000 /- as an assurance not to emit black smoke from its furnace, at any time in future.
4. The Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry on surprise basis three times and recommend further action in the matter for release of Bank Guarantee accordingly.
5. It was made clear that in case the industry is found emitting black smoke, the Board shall feel constrained to confirm the proposed directions without any further notice opportunity.…………………………………….
Regional Office reported that in compliance of the decision mentioned at S.no.-3, the industry has submitted bank guarantee of Rs. 25000/- in the Board.……………………………………..
Now, the industry has applied for varied consent to operate under the Water Act, 1974 & Air Act, 1981 for dyeing of polyester fabrics @ 8750 Kgs/day and dyeing of yarn @ 4320 Kgs/day with discharge of trade effluent @ 498 KLD and domestic effluent @ 2.0 KLD into CETP-50 MLD.……………………………………..
The industry has deposit consent fees, which is adequate upto 30.09.2032 as verified by the Regional Office.……………………………………..
Regional Office reported that the industry has submitted copy of CLU from ATP, Ludhiana vide no. 1462/ATP/B/D dated 03.11.2020 mentioning that the site of the industry falls in Industry Land Use Zone as per Master Plan Ludhiana.……………………………………..
The industry was visited by AEE of RO on 27.06.2024 and reported that: .…………………………………….
1. The industry is engaged in the dyeing of yarn and was in operation during the visit.
2. The industry has installed one boiler of capacity @ 8.0 TPH and mechanized fuel feeding system. The industry has provided cyclone separator as APCD. During visit industry was using rice husk as fuel and emissions from the stack were almost clear as no black/ dense smoke was being emitted by the industry from its stack.
3. The industry has installed one D.G set of capacity of 250 KVA, which is equipped with canopy and adequate stack height at site.
4. The industry is complying with the provisions of Air (Prevention & Control of Pollution) Act, 1981 and conditions of the previously granted consents.……………………………………..
As proposed by Regional Office, may if approved, Varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for dyeing of polyester fabrics @ 8750 Kgs/day and dyeing of yarn @ 4320 Kgs/day with operation of one boiler of capacity @ 8.0 TPH and mechanized fuel feeding system provided with cyclone separator as APCD and one D.G set of capacity of 250 KVA may be granted to the industry upto 30.06.2029 with the suitable conditions and special condition that the industry shall get its air emission samples analyzed from Board's lab, within one month, please.......................................
