CTOW/Varied/LDH3/2024/24742765 dated 14.02.2024 and under Air Act, 1981 vide no. CTOA/Varied/LDH3/2024/21547069 dated 14.02.2024 for Garments Washing, Softening, Silicon, Bio, Enzyme & Stone wash etc. @ 10000 Nos/day with trade effluent @ 199.4 KLD & domestic effluent @ 0.6 KLD into CETP 50 MLD, which is valid upto 13.08.2024………………………………. Further the directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 were issued to the PSPCL authorities to restore the electric connection of the unit temporarily upto 13.08.2024 vide Board’s letter no. 1282 dated 14.02.2024………………………………… Now, the industry has applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 for production of Garments Washing, Softening, Silicon, Bio, Enzyme & Stone wash etc. @ 10000 Num/day with trade effluent generation @ 199 KLD & domestic effluent @ 1.0 KLD into conveyance system of CETP 50 MLD……………………………. The industry had already deposited consent fee, which is adequate upto 30.11.2028 under both acts as verified by the Regional Office……………………………….. Regional Office has reported that the industry has submitted the copy of letter issued by DTP, Ludhiana vide memo no. 667/DTP(L)/M2A dated 20.03.2018 stating that the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-2031) ……………………………….. The industry was visited by AEE of RO on 04.07.2024 and observed that: ………………………………. 1. The industry was in operation during the visit, the industry is engaged in the process of washing of garments 2. The industry has installed 11 garment washing machines i.e. 08 conventional washing machines of capacity (4 X 100 kgs, 2 X200 kgs & 2 X 50 Kgs) & 03 automatic washing machines of capacity (200kg X 1) and (100kg X 2) inside the premises. 3. The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 105 KLD from its total 11 garment washing machines. And the industry had already obtained 200 KLD shares, hence the discharge of the industry is within the share allotted to it. 4. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and conditions of the previously granted consents…………………………………… The industry has submitted certificate from company secretary regarding DEMAT of 200 KLD shares. The contents of the DEMAT certificate is as under: ………………………………… 1. Shares held in DEMAT (A/c No. IN301436-86528746) as per the list provided by the SKYLINE dated 20th October 2023 -1,69,500………………………………… 2. As per the list of allotees in E-Form PAS-3 filed with ROC by the company for the allotment made on 22nd May 2023 and the shares are under the process of demat- 30,500………………………………. Total- 2,00,000………………………………. It is pertinent to mention here that earlier directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 were issued for the disconnection of electric connection of the unit for not submitting necessary documents required for obtaining consent to operate of the Board vide Board's letter no. 335-36 dated 16.01.2024, but, thereafter directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 were again issued to restore the electric connection of the unit temporarily upto 13.08.2024 vide Board’s letter no. 1282 dated 14.02.2024 and CTO of the industry was also granted…………………………………. Regional Office reported that now as the industry had already submitted all necessary documents and is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, electric connection of the unit can be restored permanently. Also, the industry has submitted request letter for permanent restoration. As proposed by Regional Office, may if approved: 1. Varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 be granted to the industry for Garments Washing, Softening, Silicon, Bio, Enzyme & Stone wash etc. @ 10000 Num/day with trade effluent generation @ 199.0 KLD & domestic effluent @ 1.0 KLD into conveyance system of CETP 50 MLD upto 30.06.2028 with usual terms & conditions. a) The industry shall the make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of CETP. b) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. c) The industry shall maintain the record of flow meter installed at outlet leading to CETP. d) The industry shall not generate/discharge trade & domestic effluent more than consent granted. e) The industry shall not install any new dyeing/ water polluting machinery without permission of the Board. f) The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit. g) The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyance system. h) The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR. i) The industry will install EMF at inlet water supply also within 01 month j) The industry shall make adequate arrangements to minimize the consumption of fresh water. 2. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 be issued to restore the electric connection of the industry permanently…………………………..........
