Earlier, the project proponent was granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2022/19764136 dated 16.11.2022 valid upto 15.05.2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2022/20006456 dated 16.11.2022 valid upto 30.09.2026 for Development of Commercial Project (Showroom/ Shops @ 132 number) with discharge of Domestic Effluent @ 12 KLD - After treatment in STP, 12 KLD will be used for plantation as per Karnal Technology with subject to suitable conditions and special conditions that: -
Now, the project proponent has applied for obtaining varied Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for discharge of treated effluent into sewer, as now sewer has been laid at the project site alongwith requisite documents and fee.
As per record file of the project the previous consent fee is adequate upto 04.10.2027. Now, the project proponent has deposited Rs. 1,08,000/- vide R. No. 588463 dated 04.07.2024 under Water Act, 1974 and Rs. 1,08,000/- vide R. No. 604950719 dated 04.07.2024 under Air Act, 1981, against the total cost of the project is Rs. 27.39 crores. The consent fee deposited by the project proponent is adequate upto 30.09.2028 under both acts.
The site of the project was visited by officer of this office on 04.07.2024 and it was observed as under: -
1. The construction work of the project is completed and about 25% occupancy has been given in the project.
2. The project proponent has installed STP based on MBBR technology for treatment of effluent generated from the project.
3. The project is generating i.e. about 8 KLD of effluent which is being treated in STP and the treated effluent is being discharged into MC sewer.
4. The project proponent has submitted effluent analysis results from Pvt. Lab on dated 22.03.2024 and results are as under: -
pH= 7.73, BOD= 28.2 mg/l, TSS= 16.6 mg/l, COD= 108 mg/l, TDS= 428 mg/l, O&G mg/l= 1.6.
As per analysis results all the parameters are within the prescribed limits of the Board.
5. The project proponent has provided 2 nos. DG sets of capacities 600 KVA and 300 KVA, both are equipped with canopies along with adequate stack height.
Further, the project proponent has submitted copy of MC letter vide no. 1542/BB dated 30.04.2018 and as per which:-
ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਮੈਸ. ਆਰਟੀਕਿਉ ਇਨਫਰਾਟੈਕ, ਰਾਮਗੜ੍ਹ ਭੁਡਾ ਦੇ ਕਮਰਸੀਅਲ ਪ੍ਰੋਜੈਕਟ ਏਰੀਏ ਦੇ ਨਾਲ ਲਗਦੇ ਏਰੀਏ ਵਿੱਚ ਨਗਰ ਕੌਂਸਲ, ਜੀਰਕਪੁਰ ਵੱਲੋਂ ਸੀਵਰੇਜ ਦੀ ਸੁਵਿਧਾ ਉਪਲੱਬਧ ਨਹੀ ਹੈ। ਨਗਰ ਕੌਂਸਲ ਜੀਰਕਪੁਰ ਵੱਲੋਂ ਆਪਣੇ ਹੱਦ ਅੰਦਰ ਲਗਦੇ ਏਰੀਏ ਵਿੱਚ ਵਾਟਰ ਸਪਲਾਈ ਅਤੇ ਸੀਵਰੇਜ ਪਾਉਣ ਦਾ ਪ੍ਰੋਜੈਕਟ ਪ੍ਰਗਤਿ ਅਧੀਨ ਹੈ ਅਤੇ ਉਕਤ ਪ੍ਰੋਜੇਕਤ ਦੇ ਨਾਲ ਲੱਗਦੇ ਏਰੀਏ ਵਿੱਚ ਸੀਵਰੇਜ ਦੀਆਂ ਲਾਇਨਾ ਪਾਉਣ ਉਪਰੰਤ ਸਰਕਾਰ ਵੱਲੋਂ ਨਿਰਧਾਰਤ ਸਾਰੇ ਚਾਰਜਿਜ ਨਗਰ ਕੌਂਸਲ, ਜੀਰਕਪੁਰ ਵਿੱਖੇ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣ ਉਪਰੰਤ ਅਤੇ ਰੂਲਾਂ ਅਨੁਸਾਰ ਨਕਸਾ ਮੰਨਜੂਰੀ ਉਪਰੰਤ ਕੰਪਲੀਸ਼ਨ ਤੋਂ ਬਾਅਦ ਫਰਮ ਆਪਣੇ ਖਰਚੇ ਤੇ 40 ਕੇ.ਐਲ.ਡੀ. ਟਰੀਟ਼ਡ ਸੀਵਰੇਜ ਵਾਟਰ (ਕੰਸਲਟੈਂਟ ਦੀ ਰਿਪੋਰਟ ਅਨੁਸਾਰ) ਨਗਰ ਕੌਂਸਲ, ਜੀਰਕਪੁਰ ਵਿਖੇ ਬਨਦੇ ਚਾਰਜਿਜ ਭਰਵਾਉਣ ਉਪਰੰਤ ਉਸ ਸਮੇ ਦੀ ਮੁਤਾਬਿਕ ਕਪੈਸਟੀ ਨਗਰ ਕੌਂਸਲ ਦੇ ਮੇਨ ਸੀਵਰ ਨਾਲ ਜੋੜਿਆ ਜਾ ਸਕਦਾ ਹੈ।
The PP has obtained permission from MC Zirakpur for discharge of treated sewage vide no. 1542/BB dated 30.4.2018, which is well before the directions issued to MC Zirakpur by the Board on 15.6.2022. Also decided in the review meeting of this office on 13.7.2023, the permissions may be given to such projects, which are having permission from MC regarding connectivity of MC sewer before 15.6.22.
In view of the above, it is recommended that the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2028 with subject to the suitable conditions and additional conditions that: -
1. The project proponent shall operate its STP regularly & efficiently and shall maintain operational record of the same on daily basis.
2. The project proponent will not discharge its untreated/treated wastewater into any drain/choe/river under any circumstances.
3. The project proponent shall maintain separate record regarding treated water being generated from the project.
4. The project proponent shall obtain permission from PWRDA for abstraction of ground water within one month.
5. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be collected.
6. The project proponent shall not discharge any treated/ untreated wastewater into sewer/ drain/ choe under any circumstances.
7. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner.
8. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
9. The project proponent shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
10. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
11. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
12. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, at all times.
