File Note: A. It is submitted that the industry is small scale red category unit. B. It was granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH4/2024/24992318 dated 07/03/2024, upto 30/06/2029 for Multi Fuel @0.120 T/Hour(Pet Coke, Wood, Wooden, Briquettes, Paddy straw and Pellets)and under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2023/22865446 dated 04/08/2023, upto 31/03/2028 for production of Dyeing & Washing of Garments @10000 Numbers/Day, Printing of Garments @2000 Numbers/Day, Dyeing of Fabrics @2500 Kgs/day and for discharge trade effluent @ 493.7 KLD and domestic Effluent @ 6.3 KLD into CETP of 40 MLD (Focal Point Module) viz a viz shares of 500 KLD with certain conditions. C. Now, the industry has applied for NOC for expansion under the Water (Prevention & Control of Pollution) Act 1974 through OCMMS on 05.07.2023. D. The industry has already deposited consent fee Rs. 3600 /- vide UTR No. 819574643 dated 05.07.2024 as NOC regularization fee) which is adequate for one year against proposed cost of expansion of Rs 27.0 lacs. Note: As per the policy of the Board, the plant & machinery is between the slab of Rs. 05-10 Crores therefore the industry is medium scale. However, as per notification of Ministry of Micro Small and Medium Enterprises, New Delhi dated 01.06.2020, a small enterprise, where the investment in Plant and Machinery or Equipment does not exceed ten crore rupees and turnover does not exceed fifty crore rupees is covered under small scale. (Turnover details not submitted) The site of the industry is last visited by the AEE on 05.07.2024 and it was observed that:- 1. The industry was in operation and is engaged in the process of dyeing on job basis. 2. The industry has installed 15 drum dyeing machines of capacities (6x200 Kg, 4x100 Kg, 2x50 Kg, 1x25 Kg & 2x5 Kg) and 07 dip dyeing machines of capacities (7x50 kg) and 04 soft flow machines of capacities (03x450 Kg & 1x300 Kg). 3. The industry has also installed 02 circular printing machines, 01 hydro, 02 raising machines and 02 tubular machines. 4. The industry has now proposed two soft flow machines of 450 kg capacity each with liquor ratio 1:5, no of baths considered as 10 and no of lots taken as 2 for PC dyeing. The proposed addition in discharge will be 85 KLD .The existing discharge as per the installed capacity is 456KLD. The sum total discharge after proposed expansion will be 540 KLD. The domestic discharge is 6 KLD. The final discharge of the industry after expansion shall be 550 KLD. 5. The proposed machinery for expansion has been arrived at its site. 6. The industry has earlier obtained shares of 500 KLD OF PDA Focal point. Now the industry has submitted an undertaking from the PDA indicating that M/s Poonam Textiles ,D-358,Phase-8,Focal Point, Ludhiana has transferred 50 KLD shares to the subject cited industry, increasing it shareholding capacity to 550 KLD. 7. The industry has abstracting ground water by 02 submersible pumps and is discharging its trade & domestic effluent into CETP 40 MLD. 8. The industry has given undertaking regarding the source of supply and disposal of effluent into PDA sewer and dismantled M.C. sewer connection is which attached with application form. 9. The industry has also submitted layout plan from where the M.C. sewer connection was disconnected and same was verified disconnected during the visit and the effluent was being discharged into dedicated CETP 40 MLD sewer line. 10. The industry has installed a digital flow meter at the source of water supply and final outlet leading to CETP. The industry has installed SCADA system for connectivity with CETP server. 11. As per the SCADA system ,The details of fresh water consumption and effluent discharge during last 09 months is attached as pdf file. 12. The discharge is found within the allotted share capacity. 13. The industry has made arrangement for recovery & reuse of cooling water and steam condensate. The cooling water is reused in the process and steam condensate is being reused as boiler feed water. 14. The industry is required to maintain quality of untreated effluent at its outlet in such manner that it shall not affect the working of CETP-40 MLD . In view of above, if approved, it is proposed that NOC for expansion may be granted to industry for one year with suitable conditions as per Board's policy and subject to following special conditions as under:- 1. The industry shall continue to comply with all the Board directions already issued to it under the relevant act. 2. The industry shall not generate/discharge trade & domestic effluent more than its allotted shares capacity. 3. The industry shall discharge the whole of its consented effluent into a dedicated sewer line leading to CETP for final treatment. 4. The industry shall not make any new connection/undisclosed connection for the discharge of effluent either into the public sewer or PDA conveyor system. 5. The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR. 6. The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet-designed parameters of the CETP. 7. There shall be no any other physical expansion of the unit either with the installation of new machinery without vaid permissions of the Board. 8. The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or the dedicated conveyance system is overflowing. 9. The industry shall maintain the record of flow meter installed at source and at the outlet leading to CETP. 10. The industry shall carry out third-party audit from any reputed institute to access the actual discharge capacity of the dyeing unit in compliance with the proceedings issued by the Board vide letter no. 4387 dated 09.08.2023 to the CETP 40 MLD. 11. The industry shall obtain necessary permissions for the abstraction of ground water from PWRDA/CGWA. The competency to decide the application lies with Senior Environmental Engineer, Zonal Office-II, Ludhiana as per the policy of the Board.
