File Note: The raw rice shelling was earlier granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/FZL/2023/22975900 and the Air Act, 1981 vide no. CTOA/Fresh/FZL/2023/22975890 dated 10.08.2023 for production of Raw Rice/ Sorted Rice with Dryer @3.33TPH, for a period upto 30.09.2024. ……………… Now, the industry has applied for consent to operate under the Water Act, 1974 and the Air Act, 1981 for production of Raw Rice/ Sorted Rice with Dryer @3.33TPH. Details of the case are as under:-…………… 1) The industry has submitted CA certificate showing the gross fixed assets as Rs. 212.36 Lakhs. The industry has already deposited consent to operate fee, adequate for a period upto 30.06.2028………….. The industry was visited by undersigned on 05.07.2024 it was observed as under:- 1. The industry was not in operation during visit. The industry has provided single shelling line alongwith dryer and sortex. The representative of the industry has informed that they have replaced its old dryer with new one. 2. The industry has covered all the processing sheds. 3. The industry has provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles. 4. The industry has provided separate Cyclone Separator as APCD along with stack of adequate height to control the process emission from shelling section as well as paddy cleaner of dryer. 5. The industry has provided stack of adequate height with the APCD and provisions to facilitate emission sampling. 6. At the point of rice husk discharge pipe, wall on that direction is more than 300 feet away from the discharge pipe, as such there are no chances of reaching rice husk to that point, as such brick wall with mesh wire having total height 15' is not required to be provided. 7. The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation along the boundary. 8. The industry has planted trees along its boundary wall……………….. The industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office. Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/06/2028 for operation of rice sheller unit to manufacture Raw Rice/ Sorted Rice with Dryer @ 3.33 TPH, under Orange category, subject to the suitable conditions and a specific condition that the industry will get its emissions analyzed from Board's lab, during upcoming paddy season……………… Competency : Environmental Engineer
